About UNFCCC

The United Nations Framework Convention on Climate Change (UNFCCC) plays a central role in global efforts to combat climate change. The secretariat supports the Convention, the Kyoto Protocol, and the Paris Agreement by facilitating negotiations, policy implementation, and capacity-building initiatives.

About the Position

The Manager (P-5) will lead the Climate Finance Subdivision within the Means of Implementation Division, reporting to the Director (D-1). The subdivision plays a critical role in supporting intergovernmental negotiations on climate finance, coordinating with financial mechanisms under the UNFCCC, and engaging with stakeholders, including countries and the private sector.

Key Responsibilities

1. Leadership & Management:

  • Oversee the strategic planning, implementation, and supervision of the subdivision’s work plan.

  • Ensure high-quality outputs aligned with UNFCCC mandates.

  • Manage programmatic and administrative functions, including budgeting, performance monitoring, recruitment, and staff development.

  • Ensure an inclusive and diverse team, reflecting UNFCCC values.

2. Strategic Planning & Policy Development:

  • Develop climate finance strategies, ensuring coherence with UNFCCC goals.

  • Provide expert guidance on climate finance, including resource mobilization and partnerships.

  • Align climate finance strategies with intergovernmental processes and policy directives.

  • Support monitoring, evaluation, and reporting on climate finance commitments under the Paris Agreement.

3. Coordination & Partnerships:

  • Strengthen collaboration with climate finance institutions such as the Green Climate Fund, the Adaptation Fund, and the Global Environment Facility.

  • Oversee the work of the Standing Committee on Finance (SCF), ensuring its alignment with UNFCCC objectives.

  • Coordinate reporting on climate finance, including Biennial Assessments and transparency frameworks.

  • Engage with stakeholders, including governments, financial institutions, and private sector partners.

4. Representation & Advocacy:

  • Represent UNFCCC at international conferences, roundtables, and policy discussions.

  • Develop strategic relationships with key stakeholders to enhance UNFCCC’s role in climate finance.

  • Provide high-level policy advice and briefings to senior UN officials and government representatives.

Required Qualifications

Education:

  • Advanced university degree (Master’s or equivalent) in business administration, economics, environmental sciences, or a related field.

Experience:

  • At least 10 years of progressively responsible experience in climate finance, development finance, or international cooperation.

  • Minimum 5 years of experience in program management, including budgeting and strategic planning.

  • At least 5 years of team management experience.

  • Experience working with the UN, International Financial Institutions, Multilateral Development Banks, or climate finance mechanisms.

Language Proficiency:

  • Fluency in English (both written and spoken) is required.

  3. Estimated net annual salary and allowances:

    • US$ 101,540 (plus a variable post adjustment, currently 32.0% of the net salary)
