The 2025 UNFCCC CAPACITY Fellowship Programme is a fully funded, high-impact opportunity for mid-career professionals from Small Island Developing States (SIDS) and Least Developed Countries (LDCs). Fellows will work for one year (with the possibility of a second year extension) at the UNFCCC Secretariat in Bonn, Germany, within the Markets and Non-Markets Support and Stakeholders Interaction Subdivision of the Mitigation Division. The fellowship includes a monthly stipend of €4,500, travel expenses, and participation in high-level UNFCCC meetings.

The goal of the CAPACITY programme is to empower local leadership by investing in the long-term capacity of climate institutions in vulnerable regions. Selected fellows will return to their home institutions better equipped to drive climate action, implement Paris Agreement mechanisms (especially Article 6), and contribute to climate negotiations and policy reform.

Tasks

Fellows will be assigned to one or more of the following workstreams within the Mitigation Division. Responsibilities include both technical and strategic tasks.

Article 6 Capacity Building

Support the planning and delivery of the Article 6 capacity-building work programme.
Develop training modules, digital learning materials, and e-learning platforms.
Manage strategic partnerships with institutions such as UNEP, UNDP, and the World Bank.
Lead communications initiatives, including reports, newsletters, and social media content.
Facilitate cross-divisional collaboration and organize global stakeholder engagement events.

Article 6.2 Review

Contribute to technical expert reviews of Article 6 implementation.
Maintain and update training materials and the Article 6.2 Reference Manual.
Draft technical reports and assist in communicating review outputs to stakeholders.
Support training initiatives for national experts and regional stakeholders.

Article 6 Regulatory Development

Draft and revise regulatory documentation for the operationalization of Article 6.4.
Align new regulations with the Clean Development Mechanism (CDM) where relevant.
Oversee document classification, tracking, and versioning systems.
Support the application of technical enforcement tools and mechanisms.

Carbon Pricing & Stakeholder Engagement

Conduct in-depth research on carbon markets and non-market mechanisms.
Develop engagement strategies for governments, NGOs, and private-sector actors.
Draft policy documents to guide national climate policy and NDC implementation.

Qualifications

Education and Certification

To be eligible for the 2025 UNFCCC CAPACITY Fellowship, applicants must meet the following educational criteria:

Master’s degree in one of the following areas:
- Climate policy
- Environmental science
- International relations
- Development studies
- Economics
- Engineering
- Or other climate-related disciplines

Alternatively, applicants with a Bachelor’s degree and two additional years of relevant experience may also qualify.

Experience

Applicants must have:

At least three years of professional or research experience in climate change, sustainability, or environmental policy.
Demonstrated writing and analysis skills, shown through published reports, academic work, or policy documents.
Experience working in government ministries, climate agencies, or policy think tanks is preferred.

Additional Information

Language Requirements

Fluency in English (spoken and written) is required.
Working knowledge of another UN language (Arabic, Chinese, French, Russian, Spanish) is desirable.

Eligibility Criteria

To be eligible for the fellowship, applicants must:

Be employed in a governmental organization, university, or public research institution.
Be a citizen of a SIDS or LDC (see UNFCCC website for full list).
Be under 40 years of age at the time of application.
Agree to return to their home institution for a minimum of six months after completing the fellowship.
Have a written commitment from their employer to support the reintegration of new knowledge (to be submitted at a later stage).
