In Haiti, the organization plays a pivotal role amid a complex humanitarian crisis marked by escalating violence, food insecurity, and public health challenges. Plan International Haiti is actively strengthening its programming portfolio to support children—particularly girls—through integrated humanitarian and development interventions that promote resilience, equality, and safety.
The Senior Programme Manager will be a key member of the Country Management Team, providing leadership across all programme areas. The role combines strategic oversight, team management, donor engagement, and operational coordination to ensure high-quality, impactful delivery across development and emergency contexts.
Key Responsibilities
- Provide strategic and operational leadership across Plan International Haiti’s humanitarian and development programmes.
- Oversee emergency preparedness and response, ensuring alignment with international humanitarian standards.
- Lead programme quality assurance, donor compliance, and reporting.
- Build and maintain strategic partnerships with government agencies, NGOs, and UN coordination structures.
- Guide business development and resource mobilization efforts, including proposal design and donor engagement.
- Strengthen localization and partnership models, empowering local actors and community participation.
- Supervise and mentor multidisciplinary programme teams, ensuring performance excellence and accountability.
- Represent Plan International in national coordination platforms and cluster mechanisms.
Qualifications (Education & Experience)
Education:
- Advanced university degree in Development Studies, International Relations, Humanitarian Affairs, or a related field.
Experience:
- Proven track record managing large-scale humanitarian and development programmes in complex or fragile environments.
- Strong understanding of humanitarian principles, Sphere Standards, and International Humanitarian Law.
- Demonstrated success in donor relations, funding acquisition, and compliance management.
- Experience in external representation, inter-agency coordination, and strategic partnership-building.
- Solid background in gender equality, child rights, and localization approaches.
- Prior work experience in Haiti or similar contexts is a strong asset.
Skills:
- Excellent communication and negotiation abilities in English and French (Haitian Creole or Spanish an advantage).
- Strong leadership, stress management, and team motivation skills in dynamic humanitarian settings.
