Background & Job Description
The UNESCO Institute for Statistics (UIS) is inviting applications for the position of Project Officer (Communication & Advocacy). Based in Montreal, this is a P-3 level international appointment with a one-year renewable contract, offering a competitive starting salary of approximately $95,839 USD per annum. Established in 1999, the UIS serves as the statistical arm of UNESCO, working across its 193 Member States and 12 Associated Members. The UIS plays a pivotal role in global education policy, including monitoring Sustainable Development Goal 4 (SDG 4).
The Project Officer will join the Communication and Advocacy Section, supporting the design and implementation of strategies that raise the visibility and impact of UIS’s work. The role is crucial in helping the UIS become the globally trusted source of education data and statistics.
Tasks
The selected candidate will lead a broad spectrum of communication and advocacy tasks intended to amplify UIS’s work and enhance stakeholder engagement. The responsibilities are dynamic, reflecting the UIS’s growing global footprint and increasing demand for high-quality data communications.
Key Responsibilities:
- Strategic Communication Planning:
Develop and execute communication strategies that establish UIS as the authoritative source for education statistics, including stakeholder-targeted branding and advocacy campaigns. - Media Content Production:
Draft and edit materials such as press releases, opinion pieces, Q&As, newsletters, and corporate communications tailored to internal and external audiences. - Content Oversight:
Supervise multilingual content creation, ensuring consistency, accuracy, and impact across all materials. Lead or oversee the editing process for UIS teams producing reports, datasets, and strategic publications. - Report and Event Management:
Manage the launch of major reports and public events—setting strategic direction, planning high-profile engagements, and supervising consultants or staff involved in execution. - Stakeholder Outreach:
Expand communication channels with governments, donors, and partners. Identify effective messaging strategies to promote UIS products and data platforms, particularly in the context of global education policy. - Digital and Visual Communications:
Design and promote visually engaging content such as interactive data visualizations, dashboards, and infographics that convey complex statistical information to a broader audience. - Team Leadership and Supervision:
Supervise communication staff and consultants, ensuring alignment with UIS’s mission, branding guidelines, and stakeholder expectations. - Cross-Agency Collaboration:
Liaise with UN bodies, donors, NGOs, and development partners to coordinate public-facing projects and campaigns.
Qualifications
Education and Certification
- An advanced university degree (Master’s or higher) in Communication, Journalism, Public Relations, or a closely related field.
- A first-level university degree with two additional years of experience may be accepted in lieu of a Master’s degree.
Experience
- At least five (5) years of professional experience in communication and advocacy, especially involving brand development, storytelling, and campaign delivery using web and social media.
- Experience producing interactive data visualizations, statistical storytelling products, and multilingual communication outputs.
- Track record in website management, digital publishing, and delivering large-scale media campaigns.
- Exceptional writing and editing skills with the ability to translate complex statistical concepts into compelling narratives.
- Proven ability in visual content design, with strong attention to detail.
Skills and Competencies
- Strong strategic communication and advocacy capabilities.
- Expertise in media strategy, message development, and outreach techniques across digital and traditional platforms.
- Advanced graphic design skills and a deep understanding of content production standards, including social media assets, websites, and visual reports.
- Excellent networking and partnership-building abilities.
- Demonstrated ability to lead, supervise, and collaborate in multicultural, multidisciplinary teams.
Language Requirements
- Excellent command of English and French, both spoken and written, is required.
Additional Information
Desirable Experience
- Experience producing content on education or statistical themes aligned with UNESCO’s priorities.
- Exposure to international development, including humanitarian or innovation-focused programs.
- Familiarity with global education platforms such as SDG 4 benchmarking, the GCM, and the Global Education Monitoring Report.
