Background & Job Description
The World Health Organization (WHO) Country Office in Viet Nam is seeking a National Consultant to provide technical support in tracking national health expenditure. This consultancy aligns with Viet Nam’s efforts to institutionalize health expenditure reporting using the System of Health Accounts (SHA) 2011 framework and WHO’s Health Accounts Production Tool (HAPT).
The consultant will assist the Ministry of Health (MoH) and the Health Policy Strategy Institute (HPSI) in strengthening financial tracking systems, enhancing capacity for using HAPT, and contributing to Viet Nam’s 2025 Global Health Expenditure Database (GHED) submission.
This role is full-time, home-based, with potential travel within the region and will last 35 working days, with a total remuneration of USD 6,300.
Tasks
Output 1: Build National Health Accounts (NHA) Database
- Deliverable 1: Compile a full database of at least two previous Health Accounts (HA) rounds and GHED reports, including data sources, assumptions, tools, and notes. Deadline: July 10, 2025
- Deliverable 2: Create a complete study file in HAPT using 2020–2021 data. Deadline: August 1, 2025
Output 2: Improve Framework for Primary Health Care and Traditional Medicine Expenditure
- Deliverable 3: Support a report on boundaries for Primary Health Care (PHC) and traditional medicine, and prepare related data forms. Deadline: August 25, 2025
- Deliverable 4: Collect 2023 reference year public expenditure data for GHED reporting. Deadline: September 1, 2025
Output 3: Strengthen National Capacity
- Deliverable 5: Conduct hands-on training for the national team on HAPT and estimation methods. Deadline: September 30, 2025
The consultant will work closely with:
- The Department of Planning and Finance and HPSI within MoH
- WHO Viet Nam’s UHC-DC team, under the supervision of the Technical Officer for Universal Health Coverage
Qualifications
Education
- Essential: Master’s degree in public health, medicine, health economics, or social sciences
- Desirable: Postgraduate training in health financing, health policy, or health administration
Experience
- Essential: 5–10 years in health financing, health systems, or policy development
- Desirable:
- Prior work on health expenditure tracking
- Experience with Viet Nam’s health sector and MoH collaboration
Required Skills
- Strong quantitative and analytical skills
- Familiarity with health expenditure data and estimation methodologies
- Proficiency in using data tools like HAPT is a plus
- Knowledge of Viet Nam’s health system is highly desirable
- Excellent written and spoken communication
Languages
- Essential: Native or expert fluency in Vietnamese
- Desirable: Proficient in English
