Background & Job Description

The International Committee of the Red Cross (ICRC) is offering an exciting opportunity for a skilled Communication Officer to join its humanitarian mission. This role is pivotal in developing and executing communications strategies that enhance visibility, counter misinformation, and support public understanding of the ICRC’s work in crisis-affected areas.

The ICRC operates independently and neutrally in conflict zones around the world. Guided by the Geneva Conventions of 1949, the organization works to alleviate human suffering during times of armed violence. The Communication Officer will be based in Port Sudan and work under the guidance of the Communication Coordinator to support the delegation’s public outreach, reputation monitoring, and audiovisual production activities.

The successful candidate will have the chance to influence public perception, identify harmful narratives, and contribute to strategic messaging that fosters trust in humanitarian operations.


Tasks

Public Narrative Monitoring and Strategic Communication

  • Monitor public sources, including local and international media, to identify relevant narratives and emerging issues.
  • Conduct environment scanning (ES) to track the visibility of ICRC and its partners, including the Sudanese Red Crescent Society.
  • Analyze and contextualize data by linking events with political, social, and economic developments.
  • Provide quantitative and qualitative reports that reflect communication trends and potential reputational risks.
  • Adapt monitoring frameworks in times of crisis to align with changing operational priorities.

Risk Identification and Information Analysis

  • Track misinformation and harmful content affecting the ICRC’s humanitarian operations.
  • “Connect the dots” between emerging stories and broader political or security trends.
  • Identify and monitor influencers and stakeholders relevant to humanitarian communications.
  • Assist with big data analysis by contributing validated local data to the ICRC’s TRAK (Trends, Reputation, Analysis and Knowledge) Unit.
  • Share critical insights across departments to enhance operational decision-making.

Audiovisual Content Development

  • Collaborate with the audiovisual producer to design strategies and concept notes for visual storytelling.
  • Plan and produce high-quality interviews, scripts, and short-form content to support public engagement on digital and print platforms.
  • Ensure timely content uploads to ICRC’s digital platforms, in alignment with institutional communication guidelines.
  • Support the production of internal and external digital products, including translations and scriptwriting.

Internal and External Collaboration

  • Ensure cross-departmental information sharing to strengthen program coherence.
  • Contribute to coordination efforts with ICRC global and regional communication teams.
  • Represent ICRC in select external forums to advocate and promote humanitarian objectives.

Qualifications

Education and Certification

  • A university degree in communications, political science, international relations, journalism, or a related field.
  • Additional certifications in humanitarian affairs, international humanitarian law (IHL), or conflict communication are advantageous.

Experience

  • Minimum three years of experience in communication, media analysis, or advocacy, ideally within humanitarian or international organizations.
  • Previous experience with the ICRC or Red Cross/Red Crescent movement is considered a strong asset.
  • Experience working in complex or politically sensitive environments is preferred.
  • Familiarity with IHL (International Humanitarian Law) is desirable.

Skills

  • Proficiency in English and/or French (written and spoken); knowledge of local languages is an asset.
  • Strong analytical skills to interpret media content and translate data into strategic insights.
  • Hands-on experience with digital communication tools and platforms.
  • Proficiency in Microsoft Office Suite and basic audiovisual editing tools.
  • Excellent organizational, interpersonal, and cross-cultural communication skills.
  • Ability to manage competing priorities and work under pressure in humanitarian contexts.
