Background & Job Description
The United Nations Environment Programme (UNEP) is the authoritative voice on environmental matters within the UN system. Its West Asia Office works in partnership with regional governments to deliver solutions for sustainable development. Under a Strategic Cooperation Agreement with Saudi Arabia’s Ministry of Environment, Water, and Agriculture (MEWA), this consultancy aims to update hazardous air emissions legislation and develop new environmental standards aligned with international norms.
The selected Hazardous Air Emissions Consultant will work directly under UNEP’s West Asia Office and collaborate closely with Saudi Arabia’s national environmental authorities. The role spans 11 months and involves both on-site and advisory responsibilities.
Tasks
Air Quality Legislation Assessment
- Conduct a full legislative review of hazardous air emissions standards currently enforced in Saudi Arabia.
- Benchmark local regulations against international standards, including those from the U.S. Environmental Protection Agency (EPA) and World Health Organization (WHO).
- Identify legislative gaps and provide actionable insights to align local policies with global best practices.
- Analyze current pollutant monitoring strategies and recommend improvements.
Guideline Development
- Develop robust guidelines for hazardous air emissions control tailored to Saudi Arabia’s unique environmental conditions.
- Include the following components:
- Control Measures: Technologies and mitigation techniques.
- Health & Environmental Risk Assessment: Use modeling and risk assessment tools.
- Emission Standards: Define acceptable pollutant levels.
- Institutional Coordination: Link policies to industrial compliance frameworks.
- Implementation Protocols: Outline roles for government and private stakeholders.

Training and Capacity Building
- Deliver training programs for staff at MEWA and the National Center on Environmental Compliance (NCEC).
- Ensure staff understand both the technical and practical applications of the guidelines.
Finalization and Implementation Plan
- Incorporate feedback from the training phase into a final version of the guidelines.
- Develop a step-by-step implementation plan for nationwide compliance.
- Provide strategic recommendations to support long-term legislative improvement.
Qualifications
Education and Certification
- Master’s degree or higher in:
- Environmental Engineering
- Environmental Science
- Environmental Policy and Law
- Environmental and Public Health
Experience
- At least 10 years of professional experience in air quality management and environmental policy.
- Proven expertise in:
- Hazardous air emissions monitoring
- Emission control technologies
- Air dispersion modeling
- Health risk assessments
- Experience advising government bodies and building technical capacity.
- Familiarity with environmental challenges specific to the Gulf region is an advantage.
- Fluency in both English and Arabic is required.
