Background & Job Description

The World Health Organization (WHO) is calling for experienced health professionals to join a consultancy pool to support transformative primary health care (PHC) for universal health coverage (UHC) in the Western Pacific Region. This initiative aims to build stronger, more integrated, and people-centered health systems across diverse countries.

Selected professionals will be pre-qualified and added to a pool from which WHO will draw candidates for consultancies ranging from 6 to 11 months. Opportunities will focus on critical areas like health systems strengthening, traditional medicine (TCIM), affordable medicine access, and health workforce development.

Assignments can be home-based, with possible short-term travel, and are expected to support both regional and in-country efforts by providing technical expertise, policy development, training, and knowledge-sharing initiatives.

This role is part-time and ideal for professionals seeking high-impact international public health work while maintaining flexibility.

Salary Range:

  • Band B: $8,000 – $9,980/month
  • Band C: $10,000 – $12,500/month

Tasks

Key Responsibilities Include:

  • Coordinating PHC projects, particularly in areas like health workforce, TCIM, and access to medicines
  • Documenting and sharing lessons learned from member countries
  • Creating policy briefs, technical documentation, and cross-country learning tools
  • Supporting WHO Regional and Country Offices with program implementation and analysis
  • Conducting situation analyses, developing toolkits, and managing data systems related to public health

  • Project coordination and documentation
  • Stakeholder workshops and consultative meetings
  • Country-specific and regional technical briefs
  • Development of public health dashboards and learning platforms
  • Country profiling and health financing analytics

Qualifications

Education and Certification

  • Band B: Bachelor’s degree in public health, health systems, pharmacy, social sciences, or related fields
  • Band C: Advanced degree in health policy, health services, health economics, or equivalent

Experience

  • Band B: 5–10 years in health policy, PHC delivery, health system analysis, or service design
  • Band C: 10+ years in the same fields, with deeper expertise in leadership or regional work

Desirable Experience:

  • Work in low- and middle-income countries (LMICs)
  • Exposure to TCIM, HRH (Human Resources for Health), and health financing
  • Experience facilitating multi-country learning platforms

Additional Information

Location

  • Primarily home-based with the possibility of travel to WHO’s Regional Office or Member States

Contract Duration

  • 6–11 months per assignment; opportunities will be offered on a rolling basis from the consultancy pool

Remuneration

  • Monthly rate depends on qualifications and TOR requirements
  • Travel and additional expenses covered separately when applicable

Skills Required

  • Deep understanding of PHC and health systems
  • Strong technical writing, analysis, and stakeholder coordination
  • Fluency in English (spoken and written)
  • Proficiency in MS Office; digital health experience is an advantage
