Responsibilities of the Consultant
The selected consultant will be tasked with producing a strategic, high-impact report that guides Amnesty International’s regional direction. This includes:
Deliverables:
- A comprehensive landscape analysis of the climate justice ecosystem in South Asia, with a focus on Afghanistan, India, Bangladesh, Nepal, Bhutan, Sri Lanka, Pakistan, and the Maldives.
- A stakeholder consultation summary featuring insights from engagements with climate activists, human rights defenders, and civil society actors.
- A final strategic report containing:
- Executive summary
- Desk review findings
- Regional theory of change
- Strategic recommendations and advocacy entry points
- Annexes including stakeholder lists and interview guides
Scope of Work:
- Conduct a desk review of climate justice literature, policy documents, and legal frameworks across the eight target countries.
- Map regional stakeholders, including grassroots movements, NGOs, and community-based organizations.
- Identify strategic entry points such as:
- Climate-induced displacement
- Indigenous land rights
- Public health and climate
- Gender-specific impacts
- Youth activism
- Corporate accountability in fossil fuel industries
- Facilitate remote consultations with civil society partners.
- Develop a regional theory of change informed by rights-based, intersectional, and decolonial principles.

Who Should Apply?
Amnesty is looking for a dynamic, experienced, and thoughtful consultant with:
- At least 7 years of experience in climate justice, environmental justice, or human rights, especially in South Asia.
- A strong grasp of intersectionality and decolonial frameworks in climate advocacy.
- Experience in conducting strategic assessments or scoping studies at the regional level.
- Familiarity with engaging grassroots activists, Indigenous groups, and human rights defenders (HRDs).
- Excellent research, analysis, and written communication skills in English.
