📋 Job Summary: Consultant for Competency-Based Training

🎯 Purpose of the Consultancy

The consultant will prepare and facilitate a master Training of Trainers (ToT) program on competency-based courses for health workers serving refugees and migrants. The program will be piloted in Jordan and subsequently rolled out in Iraq, Lebanon, Oman, and Tunisia.


📚 Background

The WHO’s Health and Migration Programme, in collaboration with the Health Workforce Department, has developed the “Refugee and Migrant Health: Global Competency Standards for Health Workers.” These standards aim to:

  • Enhance healthcare delivery for refugees and migrants.

  • Ensure culturally appropriate and person-centered care.

  • Adapt standards to diverse healthcare settings while maintaining core expectations.

Structured training initiatives are being advanced to provide comprehensive training and resources to healthcare workers globally. This consultancy focuses on regionalizing the curricula and facilitator’s guide through content adaptation, allowing better focus on issues pertaining to refugees and migrants in the Eastern Mediterranean Region.


🛠️ Key Responsibilities

  1. Develop Contextualized Training Content:

    • Review existing training packages from IOM and UNHCR.

    • Develop a training curriculum package based on the global facilitator’s manual.

    • Coordinate with IOM, UNHCR, and Country Offices to ensure culturally appropriate materials.

  2. Facilitate Training Pilot Sessions:

    • Conduct pilot training sessions in Jordan.

    • Collect feedback from participants and organizers.

  3. Prepare Comprehensive Report:

    • Document outcomes of the pilot trainings.

    • Finalize the training package in English, Arabic, and French.


🎓 Qualifications and Experience

  • Education: Advanced university degree in health promotion, health systems, public health, medical degree, or international studies.

  • Experience: 5 to 10 years in public health programs, health education/training, or health systems. International experience is required.

  • Desirable: Experience with WHO or other international public health organizations; familiarity with WHO’s Competency Standards and migrant and refugee health.


🗣️ Language Requirements

  • Excellent knowledge of English, Arabic, and French.


💼 Remuneration

  • Band Level B: $320–$580 per day


✈️ Travel Requirements

  • Travel will be required to facilitate training sessions and coordinate with regional partners.
