The Global Policy & Advocacy (GPA) division shapes public policy debates, builds alliances, and advocates for programmatic priorities at local, national, and international levels. Within GPA, the North America Team (NAT) develops strategies in the U.S., Canada, and UN contexts to advance the foundation’s objectives.
The Senior Officer, California State Lead will report to the Deputy Director, State and Local, providing leadership and strategic guidance to advance the foundation’s education and economic mobility priorities at the state level. This role requires frequent in-person engagement in the California State Capitol, building relationships with legislators, state agencies, and community stakeholders.
Key Responsibilities
- Lead development and execution of government relations strategies in education policy, including K-12 math, early learning, higher education, and finance.
- Cultivate relationships with key policymakers, business leaders, advocates, and partners.
- Monitor state budget processes and assess implications for foundation priorities.
- Represent the foundation publicly through speeches, meetings, and conferences.
- Collaborate internally with NAT, GPA, and program teams to design innovative policy solutions.
- Oversee place-based advocacy strategies supporting K-12 and postsecondary policy adoption.
- Track, manage, and evaluate policy, advocacy, and communications grants.
- Provide updates and briefings to NAT, GPA, and U.S. Program leadership on state and local policy trends.
Qualifications (Education & Experience)
- Bachelor’s degree or equivalent with 15+ years of experience in state or local government relations.
- At least 10 years of experience working with state legislatures, governor’s offices, state education agencies, or government relations organizations.
- Proven expertise in government relations strategy, project design, and stakeholder engagement.
- Experience in K-12 and higher education policy and ability to lead cross-team initiatives.
- Demonstrated success managing grants and cultivating partnerships to advance policy priorities.
- Outstanding writing, communication, and presentation skills.
- Must be legally authorized to work in the U.S. without visa sponsorship.
Salary Range: $186,400 – $288,800 USD (placement depends on experience and qualifications).
