Background & Job Description

The World Health Organization (WHO) Regional Office for Europe is building a diverse roster of consultants in Data and Digital Health (DDH). These specialists will contribute to digital health strategy development, support governance, implement public health data systems, and promote digital inclusion across WHO’s Member States in Europe.

The position falls under the EU/CPS Division of Country Health Policies and Systems and supports the implementation of the Regional Digital Health Action Plan 2023–2030 (RC72). The assignment is a 6-month full-time consultancy and is home-based with possible travel.

By joining this roster, consultants may be engaged to support digital health infrastructure, telehealth solutions, cybersecurity measures, digital literacy programs, data governance, and innovation in health data interoperability.


Tasks

Consultants may be called upon to deliver tailored technical support depending on the assignment. Key areas of focus include:

a) Strengthening Digital Health Strategy and Governance

  • Develop policies aligned with WHO’s global strategy on digital health
  • Conduct assessments of national digital health strategies
  • Provide policy recommendations for data security, electronic health records (EHRs), and governance
  • Monitor and evaluate policy impacts on health systems, equity, and rights

b) Supporting Digital Health Services and Applications

  • Provide guidance on software systems such as ePrescription, EHR, telemedicine, clinical decision support
  • Strengthen cybersecurity frameworks in digital health environments
  • Assist countries in integrating digital health into public health and care delivery
  • Enhance data interoperability, privacy, and evaluation frameworks

c) Capacity Building

  • Design and implement national digital health literacy initiatives
  • Conduct training for WHO staff and national policymakers
  • Support technical integration and governance of DDH at country level

d) Partnership Development

  • Facilitate workshops and multi-country collaboration networks
  • Support knowledge sharing across Member States
  • Advise on sustainable financing models for digital health
  • Foster collaboration among public, private, and international stakeholders

Qualifications

Education

  • Essential: First degree in computer science, data science, public health, digital health, law, or medical informatics
  • Desirable: Additional qualifications or training in digital health or public health policy

Experience

  • Essential: At least 5 years of experience in digital health strategy, implementation, and systems management
  • Desirable:
    • Experience with large-scale public health informatics systems
    • Workshop facilitation and stakeholder engagement
    • Working with national health ministries or global health organizations

Required Skills

  • Solid understanding of national digital transformation for health
  • Familiarity with eHealth standards, enterprise architectures, cloud computing, and cybersecurity
  • Strong communication and policy advisory skills
  • Expertise in equity, human rights, and gender-sensitive approaches
  • Ability to conduct complex evaluations and synthesize technical recommendations

Desirable Skills

  • Familiarity with project management methodologies
  • Ability to engage high-level policymakers
  • Strong technical writing and policy report drafting

Languages

  • Required: Expert proficiency in English
  • Desirable: Working knowledge of Russian

Additional Information

Location

  • Work is primarily home-based, with potential travel depending on project needs and funding availability.

Travel

  • International or country-level travel may be required and is determined per assignment.

Remuneration

  • Payment is based on the complexity and level of responsibility of the assignment, in line with WHO’s consultant pay bands. Travel costs are not included in the base remuneration.

Duration

  • Each assignment under the roster is typically 6 months, renewable based on project demands and consultant performance.
