CECG is seeking its first-ever Chief Programme Officer (CPO) — a pivotal senior executive role that will drive the organisation’s programme strategy and lead a diverse, global team of experts. About the Organisation
The Climate Emergency Collaboration Group (CECG) is a philanthropic initiative backed by some of the world’s most prominent climate funders. The organisation is a project fiscally hosted by Rockefeller Philanthropy Advisors (RPA), providing robust governance and operational infrastructure.
CECG plays a central role in shaping strategies and narratives that ensure the success of international climate negotiations, especially the UNFCCC COP processes. Beyond the COPs, CECG works across multilateral forums to empower climate actors, amplify progressive voices, and unlock transformative financing and policy outcomes.
CECG believes in the power of collective action, inclusive leadership, and evidence-based programming to address the climate crisis. With a team of about 25 programme staff and consultants working remotely across the globe, the organisation is now strengthening its leadership by introducing a Chief Programme Officer to bring coherence, vision, and accountability to its growing operations.
Purpose of the Role
The Chief Programme Officer (CPO) will lead CECG’s global programme portfolio, ensuring that all programme activities align with the organisation’s mission, strategic goals, and values.
The CPO will oversee programme development and delivery, champion best practices in monitoring, evaluation, and learning (MEL), and supervise a dynamic team of Programme Directors, consultants, and the MEL Director. This role demands a forward-thinking leader with a strong understanding of international climate policy, philanthropy, and the mechanisms needed to drive systemic change.
As part of the senior leadership team, the CPO will report to the Executive Director and regularly engage with CECG’s Advisory Board, donors, and fiscal host. The role is fully remote and open to candidates from all global regions, promoting the organisation’s commitment to inclusion and diversity.
Key Responsibilities
Strategic Direction and Leadership

Steer the overall strategic direction and operational execution of CECG’s programme work.

Translate long-term goals into annual work plans and performance metrics.

Ensure all programmes support the organisation’s mission and thematic priorities.
Programme Development

Design, oversee, and continuously improve the organisation’s programme portfolio.

Foster cross-thematic integration to maximise impact.

Lead programme innovation, supporting the development of new strategic areas and initiatives.
Programme Impact and MEL

Ensure meaningful evidence generation and strategic learning across all programmes.

Supervise the implementation of a systems-based, action-oriented MEL framework.

Promote evidence-based decision-making and adaptive learning practices within the team.
Grantmaking Strategy and Management

Oversee the design and implementation of grantmaking processes that are effective, transparent, and equitable.

Develop principles and guidelines for grantmaking aligned with industry standards.

Lead decision-making on annual grant cycles and ensure coherence across programme grants.
Team Leadership

Inspire and manage a team of approximately 25 global staff and consultants.

Supervise four direct reports, including Programme Directors and the MEL Director.

Promote a values-based, high-performing culture with strong accountability and development opportunities.
Fundraising and Resource Development

Collaborate on fundraising strategies that reflect programme priorities and emerging opportunities.

Ensure that funding proposals are strategically aligned and have a clear impact rationale.

Represent CECG in engagements with donors and philanthropic partners.
Financial Oversight and Compliance

Develop and manage the programme budget, ensuring strategic resource allocation and value for money.

Oversee financial reporting, compliance, and risk management procedures.

Ensure adherence to ethical, legal, and regulatory standards, in coordination with CECG’s fiscal host.
Stakeholder Engagement and Representation

Build and maintain relationships with key external stakeholders including funders, partners, grantees, and peers.

Represent CECG at strategic global convenings, conferences, and high-level forums.

Leverage your network to amplify CECG’s voice and expand its influence.
Cross-Departmental Collaboration

Collaborate with other leadership team members to align programme goals with operations, communications, and finance.

Foster a culture of shared accountability and mission alignment across all departments.
Ideal Candidate Profile
We are looking for a dynamic and strategic leader with a proven track record of delivering complex global programmes in the climate, environmental, or international development sectors. The successful candidate will be highly collaborative, values-driven, and capable of navigating the complexities of international philanthropy, climate diplomacy, and cross-cultural leadership.
Key Experience Requirements

Strategic Leadership: Minimum 10 years in senior management roles, including experience overseeing multi-disciplinary, global teams of 20+ people.

Climate Stakeholder Engagement: At least 10 years working in the international climate sector, with a demonstrated ability to manage relationships with governments, NGOs, funders, and multilateral institutions.

Public Policy & Advocacy: Minimum 7 years of experience in public policy development, advocacy campaigns, or regulatory affairs.

Philanthropy & Grant Management: At least 5 years working in philanthropic environments, with experience in grant design, assessment, and administration.

Monitoring, Evaluation, and Learning (MEL): At least 5 years leading or integrating MEL frameworks into strategic programming.

Multilateral Engagement: Experience working with or in multilateral spaces (e.g., UN agencies, COPs, international organisations).
