2. Consultant – Development of Smartphone Application to Identify Victims of Trafficking in Persons in Indonesian Waters under the STREAM Project

• Duty Station: Jakarta, Indonesia (Home-based with required travel to Jakarta and provinces)

Role Overview:
IOM Indonesia is implementing the STREAM Project, which supports the Indonesian government’s efforts to combat migration-related transnational organized crime (TOC) in Indonesian waters. The consultant will develop a smartphone application to identify potential victims of trafficking in persons (TIP), focusing on the Indonesian maritime context. This role involves coding, testing, and training users on the finalized application, which will help frontline officers quickly identify victims of trafficking.

Key Responsibilities:

• Develop the smartphone application (Android OS) using a prior version as a base.

• Provide user manuals and conduct roll-out training across several provinces.

• Travel to various regions in Indonesia for field testing and training.

Qualifications:

• At least 5 years of experience developing mobile apps for iOS and Android.

• Expertise in data protection principles and migration-related TOC.

• Proficiency in both Bahasa and English, with good communication skills.

• Experience working with government and non-governmental stakeholders in Indonesia is a plus.
