About the Role
Department Purpose
Oxfam’s Advocacy, Campaigns & Engagement department aims to achieve systemic change using Oxfam’s presence at every level—local, regional, and global. The department works to influence and engage global audiences through strategic advocacy and campaigning to fight inequality and end poverty and injustice.
Team Purpose
- Lead high-impact advocacy, campaigns, and research initiatives globally.
- Set strategic direction for Oxfam’s worldwide influencing work.
- Embed an integrated, people-powered approach in all influencing work.
- Foster strategic partnerships and allyships for policy impact.
Job Purpose
- Serve as the thematic lead for Oxfam’s confederation on humanitarian, fragile, and conflict-affected contexts.
- Lead policy, research, and advocacy work, ensuring high-quality outputs aligned with Oxfam’s decolonization, anti-racist, and feminist principles.
- Represent Oxfam internally and externally on humanitarian issues, advocating for systemic change.
- Collaborate across Oxfam’s global teams to ensure impactful policy influence.
- Work closely with governments, UN bodies, and humanitarian agencies to shape global humanitarian policy.
Key Responsibilities
- Develop and oversee humanitarian policy and advocacy strategies, ensuring effectiveness across country, regional, and affiliate levels.
- Lead the development of Oxfam’s humanitarian policy platforms, anticipating emerging challenges and debates.
- Conduct research, intelligence gathering, and policy coordination for Oxfam’s priority campaigns.
- Represent Oxfam externally with policymakers and stakeholders, advocating for humanitarian justice.
- Provide training and capacity-building support to country teams, partners, and allies.
- Ensure Oxfam’s advocacy is rooted in lived experiences, reflecting the realities of affected communities.
- Manage risks related to policy and advocacy work, ensuring the safety and security of Oxfam and its partners.
- Influence policy decisions on humanitarian aid, crisis response, and protection of vulnerable communities.
- Advocate for systemic shifts in humanitarian governance and decision-making at the global level.
- Strengthen Oxfam’s reputation as a leader in humanitarian research and advocacy.

Essential Skills & Experience
- Proven experience in developing and leading political advocacy strategies for international policy influence.
- Strong understanding of policy development and risk management in global advocacy work.
- Demonstrated ability to work with a range of political actors and stakeholders.
- Excellent conceptual and analytical skills.
- Experience in representing organizations externally and engaging with policymakers.
- Commitment to decolonial, anti-racist, feminist, and partner-led approaches in advocacy.
- Strong prioritization and time management skills.
- Expertise in humanitarian policy and advocacy, particularly in conflict-affected and fragile contexts.
- Ability to produce high-quality research and policy papers that influence decision-making at the global level.
- Familiarity with humanitarian coordination structures, including the UN, INGOs, and national governments.
- Experience in managing complex advocacy campaigns across multiple regions.
Desirable Skills
- Lived experience of intersecting systems of oppression and a deep understanding of how power and privilege impact communities globally.
- Experience working with humanitarian actors in the Global South and familiarity with locally-led response mechanisms.
