The International Labour Organization (ILO) is seeking applications for the Junior Professional Officer (JPO)position in Recruitment and Selection within the Human Resources Development (HRD) Department. This post is open to U.S. citizens exclusively, as part of the JPO Programme sponsored by the Government of the United States. It provides a developmental two-year contract, with the possibility of a one-year extension, offering hands-on experience in recruitment, HR strategy, and policy development.

Key Responsibilities

Under the direct supervision of the HRD Director, the Junior Professional Officer will:

  • Support HR Strategy Development: Assist in the creation and introduction of the 2026-29 HR Strategy, focusing on HR trends, good practices, and lessons learned from the current strategy.
  • Contribute to Recruitment Action Plan: Help design and implement the Recruitment Action Plan, performing research and analysis on talent acquisition and outreach methods to ensure the ILO attracts a diverse pool of candidates.
  • Implement Outreach Activities: Coordinate outreach efforts to increase recruitment from underrepresented countries and constituencies, including organizing events like university visits, career forums, and information sessions.
  • Talent Pipeline Creation: Collaborate with HR colleagues to build talent pipelines for future recruitment needs, ensuring a steady pool of qualified candidates.
  • Analyze Recruitment Processes: Monitor and evaluate current recruitment and selection processes, using Key Performance Indicators (KPIs) and other metrics to drive improvements.
  • Support Selection and Reporting: Assist in preparing recruitment selection files, reports, and supporting documents for HR meetings.

Required Qualifications

To apply for this position, candidates must meet the following requirements:

  • Education: An advanced university degree (Master’s degree or equivalent) in human resources, public administration, management studies, or a related field. Alternatively, a first-level university degree (Bachelor’s) with two additional years of relevant work experience.
  • Experience: At least three years of professional experience in human resources management, particularly in recruitment and selection.
  • Languages: Excellent command of English and at least limited knowledge of a second ILO working language (French, Spanish).
  • Skills:
    • Knowledge of HR policies, practices, and procedures.
    • Strong analytical skills and familiarity with e-recruitment systems.
    • Ability to manage multiple tasks and meet deadlines.
    • Tact, diplomacy, and confidentiality in handling sensitive information.

Desirable Qualifications

  • International Experience: Previous experience working in an international environment is highly desirable.
  • Technical Skills: Experience with HR software and automated recruitment systems is an advantage.

Conditions of Employment

  • Contract Type: Junior Professional Officer (JPO) contract.
  • Contract Duration: Initial two-year contract with the possibility of a one-year extension.
  • Location: Geneva, Switzerland.
  • Eligibility: This position is open only to U.S. citizens.
  • Age Limit: Applicants must be 32 years old or younger on December 31, 2025.
  • Medical Requirement: Successful candidates must undergo a medical examination to ensure they are fit for the position.
