About the Role
The PMM Consultant will support IOM Viet Nam in implementing the Enhancing One Health Capacity of Border Provinces project, funded by the Government of Japan. The consultant will provide technical guidance on PMM implementation, data collection, and reporting, contributing to a better understanding of migration patterns and their public health implications.
Key Responsibilities
The selected consultant will:
- Provide technical guidance for developing PMM tools and implementation strategies.
- Conduct participatory mapping exercises, site evaluations, and population flow monitoring in four border provinces.
- Analyze mobility data to identify priority communities and locations vulnerable to infectious disease outbreaks.
- Develop a presentation on PMM findings with recommendations for national and provincial stakeholders (by July 15, 2025).
- Compile a comprehensive report on PMM findings with clear action points for public health interventions (by August 15, 2025).
- Incorporate feedback from IOM and government partners into the final report.
- Present findings at a dissemination workshop either in-person in Viet Nam or online.
Qualifications and Requirements
To be considered for the role, applicants must meet the following criteria:
Education:
- Master’s degree in Public Health, Health Sciences, Tropical Medicine, or related fields from an accredited institution.
Experience:
- At least 7 years of professional experience in public health at an international level, particularly in migration health.
- Strong background in disease prevention, outbreak response, and capacity building.
- Experience with international organizations such as UN agencies is highly preferred.
- Knowledge of the Greater Mekong Subregion is an advantage.
Skills:
- Strong understanding of Health, Border, and Mobility Management (HBMM) frameworks.
- Excellent analytical, writing, and presentation skills.
- Ability to adapt tools and methodologies to local contexts.
Language Requirements:
- Fluency in English (oral and written) is required.
- Vietnamese language skills are an advantage.
Travel Requirements
This is a home-based consultancy with travel to Hanoi and one of the project provinces for fieldwork and stakeholder engagement.
