Background & Job Description

The International Rescue Committee (IRC), a globally recognized humanitarian organization, is seeking a Senior Monitoring, Evaluation, Accountability, and Learning (SMEAL) Officer for a full-time, fixed-term position. This role is central to ensuring rigorous monitoring and evaluation systems across the TeachWell (TW) Project, which aims to transform education outcomes through collaborative efforts.

The SMEAL Officer will be instrumental in leading and supporting the implementation of the MEAL system within the consortium. This includes building technical systems for real-time data collection, analysis, and feedback, supporting adaptive programming, and ensuring that MEAL processes align with strategic project goals.

Tasks

MEAL Planning

  • Collaborate with program teams and MEAL advisors to revise the MEAL plan in line with project and donor requirements.
  • Develop and consolidate differentiated MEAL work plans from consortium partners.
  • Ensure alignment between MEAL and project workplans, and coordinate MEAL activities with ongoing grant objectives.
  • Create and oversee quarterly MEAL activity plans that focus on harmonized impact measurement.

Performance Monitoring and Tracking

  • Use the MEAL plan to monitor outcomes across project components, especially teacher training and school-based WASH initiatives.
  • Track training lifecycle performance data, from intake to post-training evaluation.
  • Maintain and update performance indicator tracking tools and KPI dashboards.
  • Analyze partner-allocated indicators and offer feedback through bilateral technical sessions.

Evaluation and Learning

  • Organize baseline, midline, endline, and evaluation surveys.
  • Integrate qualitative methods into monitoring to extract beneficiary stories and project highlights.
  • Coordinate adaptive feedback loops using insights from both MEAL and external research partners.
  • Document learning outcomes and project successes for stakeholder reporting.

Data Management

  • Clean, subset, and analyze project data using statistical tools and dashboards.
  • Maintain digitized datasets in CommCare and ensure readiness for audit and reporting.
  • Review and enhance tools for continuous teacher development and capacity monitoring.
  • Generate data for emergency response tracking and update regularly.

Client Feedback and Accountability

  • Supervise a functional client response mechanism, including satisfaction surveys.
  • Analyze client feedback and deliver findings to relevant stakeholders for improvement.
  • Ensure community feedback mechanisms are inclusive and responsive to different needs.

MEAL Capacity Sharing

  • Assess MEAL training requirements across the consortium and provide appropriate onboarding and upskilling.
  • Ensure tech tools like tablets are correctly configured with digitized forms and linked datasets.
  • Facilitate skills transfer for using partner platforms like Survey CTO, Mshule, and ODK.

Leadership and Partnership

  • Represent the MEAL function in internal and external consortium meetings.
  • Support MEAL Officers and serve as a technical lead for harmonized MEAL implementation.
  • Maintain coordination with IRC headquarters and provide feedback loops to partners.

Qualifications

Education and Certification

  • A Bachelor’s Degree in Education, Statistics, Economics, or a related social science field is required.
  • A Postgraduate qualification in Data Science, Research Methodology, Education Statistics, or Evaluation is preferred.

Experience

  • Minimum of 3 years of direct MEAL experience in education, with a focus on quantitative data analytics.
  • At least 5 years of proven experience in research, data collection, storage, analysis, and reporting.
  • Prior work experience in consortium projects or multi-stakeholder education initiatives is an advantage.
  • Familiarity with CommCare, KOBO, ODK, ONA, and dashboarding platforms like Power BI is essential.
  • Competence in using SPSS, Stata, R, or equivalent statistical tools is required.
  • Strong understanding of education-focused M&E practices and evaluation design is expected.
  • Ability to work under pressure, coordinate across departments, and manage multiple responsibilities effectively.

Additional Information

Work Arrangement

  • This is a full-time, in-person position.
  • The role is not open to expatriates.

Compensation

  • Monthly compensation will be in the local currency and is commensurate with qualifications and experience.
