Background & Job Description
The Office of the High Commissioner for Human Rights (OHCHR) is hiring an International Consultant to support its Civic Space Programme in Tunis, Tunisia. This short-term consultancy aims to empower local civil society actors (CSAs) to better engage in national and international human rights work, advocacy, and protection. The consultant will play a key role in building technical capacity, strengthening civic space, and improving stakeholder coordination.
The consultant’s efforts will directly contribute to stronger, better-informed human rights programming and advocacy strategies, both by OHCHR and its partners. This assignment falls under the Political, Peace and Humanitarian job network and is part of the Human Rights Affairs job family.
Tasks
As part of the Civic Space Programme, the consultant is expected to deliver the following:
1. Capacity Building
- Develop and lead workshops and training for diverse civil society actors.
- Topics include human rights advocacy, documentation, digital security, and UN engagement.
2. Strengthen Participation
- Facilitate CSO engagement in both national and international human rights processes.
- Support OHCHR-led consultations and UN partner engagements.
3. Coordination and Strategy
- Improve coordination between OHCHR and civil society organizations.
- Contribute to strategies for protecting and expanding civic space in Tunisia.
4. Reporting and Analysis
- Document and analyze civic space activity in the region.
- Generate data and insights for OHCHR’s programming and advocacy.
Qualifications
Education and Certification
- A university degree in human rights, international relations, law, political science, development, or a related field is typically required.
Experience
- Proven experience working with civil society, UN mechanisms, or human rights advocacy.
- Experience in civic space programming, stakeholder coordination, and capacity building is strongly preferred.
- Prior engagement in North Africa or similar regional contexts will be considered an asset.
Skills
- Strong analytical, organizational, and communication skills.
- Ability to work independently and collaboratively with stakeholders.
- Familiarity with digital security tools and UN human rights mechanisms is a plus.
