UNOPS is seeking a skilled Monitoring and Evaluation Senior Officer to support its Myanmar Country Office as part of its ongoing health and development programmes, including the Global Fund to Fight AIDS, Tuberculosis, and Malaria. The selected candidate will join on a LICA-9 local specialist contract, with applications open until 7 July 2025.This full-time opportunity is open to local candidates and offers a meaningful chance to drive monitoring, evaluation, accountability, and learning (MEAL) strategies for one of Asia’s largest UN-managed development portfolios.


Background & Job Description

UNOPS Myanmar is among the leading UN project service offices in Asia. It acts as the fund manager for some of the country’s most vital development initiatives, including the Livelihoods and Food Security Fund (LIFT) and the Global Fund programmes targeting health system strengthening in Myanmar and Cambodia.

In this role, the Monitoring and Evaluation (M&E) Senior Officer will play a critical part in supporting programme implementation by ensuring robust monitoring, evaluation, and accountability frameworks. This includes overseeing data systems and knowledge management processes that improve the impact of development programming in challenging operating environments.

The position is based in Mandalay and is offered under a Local Individual Contractor Agreement (LICA) at the specialist level (LICA-9). Contract continuation is subject to organizational requirements, performance, and funding availability.


Tasks

Strategic Monitoring and Evaluation

  • Lead the design and implementation of M&E frameworks across programme and thematic levels.
  • Develop performance indicators aligned with project goals and ensure logical frameworks are applied.
  • Regularly monitor progress towards results and recommend adaptive actions to maximize impact.

Data Collection and Analysis

  • Guide implementing partners on data collection tools and methodologies.
  • Verify data integrity and conduct quality assurance checks on all incoming reports.
  • Develop surveys, questionnaires, and field tools for quantitative and qualitative assessments.

Reporting and Knowledge Management

  • Contribute to the preparation of high-quality quarterly, mid-term, and annual reports.
  • Synthesize lessons learned and support the integration of findings into programme strategy.
  • Maintain a centralized database for storing monitoring data and producing real-time dashboards.

Capacity Building and Technical Support

  • Provide mentoring and technical backstopping to partner staff on MEAL methodologies.
  • Organize workshops and training sessions to build institutional monitoring capacity.
  • Support coordination between MEAL teams across projects and thematic areas.

Qualifications

Education and Certification

  • Master’s degree in Social Sciences, Statistics, International Development, Public Health, or a related field.
  • A Bachelor’s degree in the same fields with an additional two years of relevant experience may be accepted in lieu of a Master’s.

Experience

  • At least 4 years of relevant professional experience in monitoring and evaluation within the development or humanitarian sectors.
  • Proven experience designing and managing M&E systems, logical frameworks, and performance indicator tracking tools.
  • Familiarity with donor-funded programmes, especially Global Fund, LIFT, or similar health and livelihoods initiatives, is highly desirable.
  • Experience working in fragile, conflict-affected, or politically complex environments is an added advantage.

Language Requirements
