Are you an experienced Monitoring and Evaluation (M&E) professional looking for an impactful opportunity? The World Health Organization (WHO) Somalia Country Office is seeking an M&E International Consultant to strengthen the M&E framework and systems within its Programme Management Unit (PMU). This is a 6-month, full-time consultancy based in Mogadishu, Somalia, with possible travel to other regions.

Purpose of the Consultancy

The M&E International Consultant will enhance WHO Somalia’s M&E framework to ensure robust monitoring, evaluation, and data-driven decision-making for health programs across the country.

Key Responsibilities & Deliverables

1. Assess the Current M&E System

  • Conduct a comprehensive review of the existing M&E system, tools, indicators, data collection methods, and reporting mechanisms.
  • Identify strengths, weaknesses, and areas for improvement through stakeholder engagement.

2. Develop an Enhanced M&E Plan

  • Create a results-based framework, including clear strategic objectives, expected outcomes, and indicators.
  • Develop a budget, integration plan, and reporting structure for seamless data collection and evaluation.

3. Implementation & Capacity Building

  • Train WHO country office staff and stakeholders on M&E methodologies.
  • Pilot-test the new M&E system and make necessary refinements.
  • Establish a data collection plan, ensuring high-quality monitoring.

4. Conduct Data Analysis & Reporting

  • Implement a structured data analysis plan (qualitative & quantitative methods).
  • Generate regular reports highlighting key findings and trends.
  • Disseminate results to inform decision-making and improve programs.

5. Evaluate & Refine the M&E System

  • Conduct monthly evaluations to assess effectiveness.
  • Use findings to refine and improve the system.
  • Document the entire process to ensure sustainability and knowledge transfer.

Required Qualifications & Experience

Education:

  • Essential: Advanced university degree (Master’s or higher) in Public Health, International Development, Statistics, Monitoring & Evaluation, or Social Sciences.

Experience:

  • 7-10 years of professional experience in M&E design, implementation, and capacity building.
  • Expertise in Results-Based Management (RBM), qualitative & quantitative research, and stakeholder engagement.
  • Experience in fragile, conflict-affected settings is an advantage.

Skills:

  • Strong data analysis, reporting, and training skills.
  • Ability to develop comprehensive M&E plans and frameworks.
  • Excellent communication and stakeholder engagement skills.
  • Experience with WHO or other international organizations is a plus.

Language Requirements:

  • Expert-level proficiency in English.

Location & Travel

  • Work Location: Mogadishu, Somalia.
  • Possible travel to other states within Somalia as required.
  • WHO covers travel arrangements and subsistence allowances.

Remuneration & Benefits

  • Monthly Salary: USD 7,000 (Pay Band B).
