Background & Job Description

The United Nations Framework Convention on Climate Change (UNFCCC) is the international body charged with coordinating the global response to climate change. Headquartered in Bonn, Germany, the UNFCCC secretariat provides technical, organizational, and strategic support to parties involved in the Convention, Kyoto Protocol, and Paris Agreement.

Within this framework, the Mitigation Division plays a pivotal role in helping countries deliver and scale their Nationally Determined Contributions (NDCs)—a core commitment under the Paris Agreement. The division also facilitates collaboration, enhances transparency, and supports mechanisms that broaden mitigation efforts globally.

The position of Manager (P-5) is situated in the Constituted Bodies and Data Services Subdivision, a unit central to enabling well-governed implementation of climate mitigation tools. This includes overseeing the Article 6.4 Mechanism Registry, which supports cooperative approaches and carbon crediting under the Paris Agreement. The role involves guiding regulatory frameworks, supervising registry operations, supporting intergovernmental bodies, and ensuring that all climate governance structures are aligned with evolving mandates.

As Manager, you will report directly to the Director of the Mitigation Division and manage multidisciplinary teams, contribute to high-level strategic policy development, and support negotiations with national and international stakeholders. This is a one-year and six-month appointment, with a possibility of extension, based in Bonn, Germany.

Tasks

As the Manager, Constituted Bodies and Data Services, you will undertake the following key responsibilities:

Strategic Leadership and Governance

  • Provide high-level strategic guidance to the Director on issues relating to the implementation of Article 6 cooperative mechanisms.
  • Act as Secretary to the Constituted Bodies (e.g., CDM Executive Board, Article 6.4 Supervisory Body), ensuring alignment with global mitigation objectives.
  • Develop and coordinate governance processes that support transparency, accountability, and operational efficiency across all Article 6-related infrastructures.
  • Evaluate, refine, and implement decision-making frameworks and regulatory instruments submitted to intergovernmental bodies.

Registry Oversight and Mechanism Infrastructure

  • Lead the Infrastructure and Registry Team, overseeing the design, development, and maintenance of systems including the Article 6.4 Mechanism Registry.
  • Ensure registry interoperability, monitor registry-based transactions, and enforce operational rules to maintain transparency and accuracy.
  • Engage with national authorities and private stakeholders to ensure system usability, compliance, and confidence in carbon credit transfers.
  • Define and continuously improve registry processes and documentation to streamline cooperation among Parties.

Quality Assurance and Process Optimization

  • Assess and enhance the quality of regulatory submissions and outputs of technical bodies supporting the climate mitigation process.
  • Streamline business operations by developing standardized tools and services that support the Division’s quality benchmarks.
  • Align regulatory support functions with strategic goals, while identifying and addressing systemic implementation gaps early.

Intergovernmental Process Engagement

  • Lead and contribute to the drafting of position papers, reports, and other technical materials to support negotiations and policy formulation.
  • Represent the UNFCCC at high-level international meetings, seminars, and workshops, delivering expert technical presentations and engaging with stakeholders from public and private sectors.
  • Build partnerships across divisions and with external entities to ensure cohesion in governance support and technical implementation.

Human Resource and Financial Management

  • Lead recruitment, training, and performance management of staff within the subdivision, fostering a collaborative and high-performance work culture.
  • Develop and monitor budgets, performance indicators, and results-based planning tools to ensure programmatic efficiency.
  • Serve as a member of secretariat-wide management committees and deputize for the Division Director when required.

Qualifications

Education and Certification

  • Advanced university degree (Master’s or equivalent) in business administration, project management, natural or social sciences, engineering, environmental sciences, economics, or a closely related field is required.
  • first-level degree combined with two additional years of relevant academic and leadership experience may be accepted in lieu of an advanced degree.

Experience

  • minimum of 10 years of progressively responsible professional experience is required, especially in climate change mitigation, intergovernmental processes, or environmental governance.
  • At least 2 years must include formal team leadership, specifically in projects or policy programs related to climate change or environmental management.
  • At least 3 years of international experience in a multilateral, public, or intergovernmental setting is required.

Language Skills

  • Fluency in English is required, including strong written and oral communication skills.
  • Knowledge of a second official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an asset.
