Background & Job Description
A unique opportunity is open for a seasoned Monitoring, Evaluation, Accountability, and Learning (MEAL) Consultant to join an international organization dedicated to protecting Human Rights Defenders (HRDs). The consultancy aims to strengthen organizational learning and impact measurement by developing a cohesive MEAL framework aligned with a newly launched Global Strategy Framework (2024–2028).
The consultancy spans five months, with the flexibility to work remotely from anywhere within a two-hour window of Belgium’s timezone. The consultant will report to the Head of the Policy, Research, and Training Unit (PRTU) and collaborate with global and regional teams to institutionalize robust MEAL practices.

Tasks
Develop a Global MEAL Framework
- Align MEAL practices with the 2024–2028 Global Strategy Framework and established KPIs.
- Integrate monitoring and evaluation across core programmatic areas, including capacity-strengthening, re-granting, and country-based support.
- Facilitate participatory processes to refine KPIs and theory of change.
Build MEAL Systems and Tools
- Design standardized templates, data collection tools, and reporting formats.
- Ensure usability across diverse geographical and cultural contexts.
- Embed MEAL components within re-granting frameworks.
Implement Framework and Train Staff
- Deliver training and coaching for country offices and regional hubs.
- Develop and upload MEAL training content to the organization’s internal learning platform (LERNI).
- Provide technical support during rollout.
Establish Learning and Knowledge Management Processes
- Create systems for real-time feedback and adaptive learning.
- Develop structured knowledge-sharing workflows, capturing:
- Impact stories
- Lessons learned
- Evaluation results
- Data visualizations
- Promote cross-regional exchange and shared learning.
Integrate Learning Culture
- Design and execute a structured organizational learning agenda.
- Promote staff engagement through mentorship and reflective practice.
- Support teams to analyze and apply learning from grant partners and internal projects.
Coordinate Strategically with Leadership
- Provide MEAL insights to the Global Management Team (GMT).
- Maintain alignment between regional and headquarters MEAL goals.
- Participate in strategic planning processes.
Qualifications
Education and Certification
Required:
- Master’s degree in Social Sciences, International Relations, Anthropology, or a related field.
- Evidence of MEAL-specific training or coursework.
Preferred:
- Background in human rights and/or community-based development.
Experience
Required:
- Minimum 8 years of MEAL-related experience, including:
- Designing MEAL frameworks
- Facilitating participatory assessments
- Developing reporting tools
- Strong familiarity with data collection methods and surveys (both qualitative and quantitative).
- Experience using feedback mechanisms and processing beneficiary input.
Preferred:
- Experience with mobile data collection and data visualization tools.
- Background working with or supporting Human Rights Defenders and grassroots actors.
Knowledge and Skills
Required:
- Ability to lead and execute surveys, data analysis, and training sessions.
- Strong writing and communication skills in English for technical and non-technical audiences.
- Proficiency in data management tools, including templates, databases, and analysis software.
- High level of organizational and analytical capacity.
Preferred:
- Fluency or working knowledge in French, Spanish, or regional languages relevant to the organization’s areas of work.
- Strong facilitation skills and experience with remote team collaboration.
Additional Information
Duration and Start Date
- Start Date: As soon as possible (ASAP), ideally mid-July 2025

Work Arrangement
- Remote-based, preferably near or within a 2-hour timezone range of Belgium.
- Occasional travel to up to two country offices during the consultancy period is expected.

Compensation
