Role Purpose
The MERL Officer will play a key role in delivering high-quality, gender-transformative programmes. By collecting, analyzing, and reporting data, you’ll ensure projects are not only effectively implemented but also accountable and informed by evidence. This role supports both project teams and partner organisations, strengthening their capacity in monitoring and evaluation while implementing Plan International’s accountability mechanisms.
📌 Key Responsibilities
✅ Project Monitoring

Use data collection tools and templates for routine monitoring.

Conduct field visits to gather insights and provide feedback.

Collect stories of change with high-quality photography every 3 months.
📊 Reporting
-
Compile timely progress, annual, and donor reports.
-
Analyze data to identify achievements and challenges.
-
Document and disseminate success stories and best practices.
📚 Learning & Knowledge Management
-
Capture lessons learned and promote a learning culture.
-
Facilitate training sessions, workshops, and learning events.
-
Support use of evidence in programme planning and delivery.
🤝 Stakeholder Engagement
-
Collaborate with government partners, NGOs, and community stakeholders.
-
Facilitate consultations, learning exchanges, and feedback mechanisms.
🧠 Capacity Building
-
Identify capacity needs of project staff and partners in MERL.
-
Deliver tailored training and provide ongoing technical support.
🛠️ Implement Accountability Mechanisms

Ensure community members are informed and can provide feedback.

Facilitate regular reflection meetings and social audits.
-
Monitor responses to community and stakeholder feedback.
🔍 Evaluation & Research

Support baseline studies, evaluations, and field data collection.

Contribute to implementing recommendations from evaluations.
🗂️ Data Management

Maintain programme-level data, including demographic and geographic info.

Update Plan’s ERP systems with outputs, people reached, milestones, and reflections.

🧩 Who We’re Looking For
🎓 Qualifications:

Bachelor’s degree in M&E, International Development, Rural Development, or related field.

Minimum 3 years’ relevant work experience.
💼 Technical Skills & Experience:
-
Strong grasp of M&E tools, frameworks, and result-based management.

Skilled in data analysis tools (Excel, databases, digital collection platforms).

Excellent communication and report writing skills.
-
Understanding of development issues in Bougainville and the Pacific context.
-
Experience conducting training and mentoring teams in MERL.
-
Fluency in English; knowledge of local languages is a plus.
