Background & Job Description
The World Health Organization (WHO), through its Emergency Preparedness and Response Programme (EPPR), is implementing a multi-sectoral health initiative known as the Ethio-Pandemic Prevention, Preparedness, and Response (EPPR) Project. The project, funded by the Pandemic Fund, aims to strengthen Ethiopia’s ability to prevent, detect, and respond effectively to public health emergencies and pandemics.
To support this work, WHO seeks an experienced Project Manager to oversee technical and operational aspects of the EPPR initiative. The Project Manager will report to the Emergency Preparedness and Response Team Lead and coordinate closely with national stakeholders, international agencies, health clusters, and WHO’s internal units.
This position plays a central role in planning, execution, budgeting, stakeholder management, and grant compliance to ensure the success of pandemic preparedness and response efforts.
Tasks
The selected Project Manager will be responsible for a wide range of operational and leadership duties, including:
- Overseeing full-cycle project implementation, including planning, execution, monitoring, and evaluation of the EPPR project
- Providing technical and operational leadership in budget preparation, resource allocation, and work planning
- Collaborating with WHO teams, the Ministry of Health, UN agencies, NGOs, and donors to maintain coordination and information flow
- Ensuring timely delivery of project milestones in alignment with donor expectations and national public health priorities
- Preparing narrative and financial reports for internal use and donor compliance
- Coordinating and managing grants and funding mechanisms with WHO’s Resource Mobilization Team
- Participating in strategic meetings, donor briefings, and health cluster coordination forums
- Liaising with WHO’s regional and headquarters teams for support and policy alignment
- Managing risks, documenting lessons learned, and contributing to project evaluations and future planning

Qualifications
Education and Certification
Required:
- Advanced university degree (Master’s level) in medicine, public health, social sciences, management, economics, or a related field from an accredited institution
Preferred:
- Postgraduate degree or certified training in project management and/or public health
Experience
Required:
- Minimum of 7 years of progressive experience in project management, budgeting, planning, and grants oversight
- Proven record of managing public health or emergency response projects
- Familiarity with resource mobilization processes
Preferred:
- Previous experience working with UN agencies, international health organizations, or donor-funded projects
- Background in coordinating multi-stakeholder partnerships or joint programs
Skills and Competencies
- Advanced knowledge of project management principles, budgeting tools, and financial reporting
- Strong leadership, organizational, and analytical skills
- Ability to produce high-quality technical and financial documents
- Proven communication and advocacy skills
- Skilled in managing interdisciplinary and cross-cultural teams
- Ability to adapt quickly to changing priorities in high-pressure environments

Languages
- Fluent English (spoken and written) is required
- Working knowledge of another official WHO language (Arabic, Chinese, French, Russian, or Spanish) is advantageous
IT Skills
- Proficiency in Microsoft Office tools (Word, Excel, PowerPoint)
- Experience with project management and monitoring platforms is a plus
