Background & Job Description

The International Labour Organization (ILO) is offering a one-year, fixed-term position for a Training and M&E Officer within its ILO-Yangon office. This role is integral to the Japan-funded program titled “Achieving reduction of child labour in support of education,” aimed at eradicating the worst forms of child labour in agriculture across selected regions in Southeast Asia.

The position focuses on delivering measurable results through educational services, regulatory support, economic empowerment, and social mobilization. It will also respond to additional vulnerabilities resulting from the 2025 earthquake in Myanmar, incorporating elements of disaster resilience and decent work recovery into its training and evaluation strategies.


Tasks

The successful candidate will:

  • Design and implement modular training programs.
  • Supervise consultants and ensure timely delivery of training and research activities.
  • Update Monitoring, Evaluation and Learning (MEAL) frameworks in real time.
  • Prepare MEAL sections of donor reports (semi-annual, annual).
  • Track project impacts, particularly on gender equality and women’s empowerment.
  • Develop monitoring tools and support constituents with evaluation processes.
  • Coordinate end-of-project evaluations.
  • Archive key project documents and ensure proper recordkeeping.
  • Support information management and logistics for workshops and trainings.
  • Identify training gaps and propose curriculum development based on field assessments.

Qualifications

Education and Certification

  • A first-level university degree in economics, public policy, development studies, or a related field is required.

Experience

  • At least one year of professional experience in project management, training delivery, and monitoring & evaluation.
  • Experience in development partnerships or policy environments is an asset.

Additional Information

Technical Competencies

  • Strong grasp of child labour issues, particularly in agriculture and rural sectors.
  • Experience with skills training and MEAL frameworks.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint) and document management.
  • Knowledge of policy-making processes and donor reporting requirements.

Languages

  • Fluency in Myanmar.
  • Good working knowledge of English.
