Background & Job Description

The Department of Operational Support (DOS) was created to lead the global operational and administrative services of the United Nations. It aims to provide strategic, consistent, and effective support to Secretariat departments and peace operations.

This P-3 level position is housed in the Division for Special Activities (DSA), specifically within the Improving Service Delivery Team. The team is tasked with:

  • Redesigning support structures across the UN system
  • Driving institutional efficiency through cross-cutting reform
  • Supporting inter-agency coordination around service delivery
  • Leading Secretariat-wide initiatives such as the UN80 reform programme

The Programme Management Officer will be responsible for project coordination, research, performance monitoring, and policy analysis in support of these transformation goals.

Tasks

The Programme Management Officer will contribute to the planning, execution, and monitoring of strategic reform initiatives. Key responsibilities include:

Communication and Stakeholder Engagement

  • Draft briefing notes, policy papers, and internal reports
  • Liaise with internal and external stakeholders, including UN leadership, field operations, and technical experts
  • Represent the team in internal meetings and working-level consultations

The position may also require involvement in pilot projects or new reform tools as the organization evolves its administrative frameworks.


Qualifications

Education and Certification

Applicants must possess:

  • An advanced university degree (Master’s or equivalent) in public administration, business administration, management, or related fields.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.

Project management certification or training in results-based management may be advantageous.

Experience

Candidates must demonstrate:

  • A minimum of five years of progressively responsible experience in project or programme management, administration, or related areas.
  • Experience working on large-scale reform or efficiency projects in public or international institutions is highly desirable.
  • Familiarity with UN operations, policy analysis, and organizational development is a strong asset.

Experience in strategic planning, data analysis, and multi-stakeholder coordination is expected for effective performance in this role.
