Job Overview
- Position: Country Director
- Location: East Jerusalem or Ramallah, OPT (Candidate must have the right to live and work in Jerusalem with the right to travel to Ramallah and Gaza offices.)
- Contract Type: Fixed-term – Two years
- Annual Budget: Approximately EUR 34 million
- Total Workforce: Approximately 100 staff across three locations (East Jerusalem, Ramallah, Gaza)
- Reporting to: Oxfam International Regional Director – MENA Region or as delegated
- Salary & Benefits: Competitive, in line with Oxfam values and seniority of the position

Job Purpose
As Country Director, you will:
- Provide strategic leadership for Oxfam’s programs in OPT, aligning with global and regional strategies.
- Lead humanitarian responses, long-term development programs, and advocacy efforts to address pressing issues.
- Oversee operational management, including financial oversight, compliance, risk management, and program development.
- Represent Oxfam at national and international levels, fostering strong relationships with governments, donors, UN agencies, and partners.
- Promote gender justice, climate justice, and human rights, ensuring these values are embedded in Oxfam’s work.

Key Responsibilities
Strategic Management & Leadership
- Lead the design and implementation of Oxfam’s Country Strategy for OPT.
- Manage the Gaza Emergency Response and West Bank emergency programs to maximize impact.
- Strengthen business development by securing funding and expanding partnerships.
Program & Operations Management
- Ensure the effective delivery of humanitarian, advocacy, and development programs.
- Oversee program quality, compliance with Oxfam’s standards, and financial accountability.
- Promote a culture of learning, innovation, and evidence-based decision-making.
Influencing & Representation
- Build and maintain relationships with key stakeholders, including the UN, INGOs, national partners, and donors.
- Represent Oxfam in advocacy, media, and policy discussions to drive systemic change.
- Advocate for human rights, international humanitarian law, and civilian protection.
People Management & Organizational Culture
- Lead and inspire a multidisciplinary team across multiple locations.
- Promote a safe and inclusive work environment, ensuring compliance with Oxfam’s safeguarding policies.
- Support staff well-being and professional development.
Safety & Security
- Lead risk assessment and safety management strategies to ensure staff security.
- Maintain emergency preparedness and respond to crises effectively.
Skills & Experience Required
- 15+ years of international leadership experience, preferably in humanitarian, development, and advocacy roles.
- Proven experience in managing complex programs in fragile and conflict-affected settings.
- Expertise in fundraising, strategic planning, and change management.
- Strong representation skills with UN agencies, donors, and government authorities.
- Demonstrated commitment to gender justice, women’s rights, and human rights.
- Experience in managing security risks and emergency response programs.
- Fluent in English; proficiency in Arabic is a plus.
