OXFAM is hiring a Manager – Influencing, Policy, and Communications

Job Type: Fixed Term, Full-time (37.5 hours per week)

Role Overview

Oxfam is looking for a dynamic Influencing, Policy, and Communications Manager to drive impactful advocacy efforts in Ethiopia. The selected candidate will work closely with program teams to implement a “one program approach” that aligns with Oxfam’s vision of a just and sustainable Ethiopian society.

Key Responsibilities

• Lead Oxfam Ethiopia’s policy, advocacy, and communications strategy.
• Engage with stakeholders, including government, NGOs, and international organizations, to influence policies related to humanitarian and development issues.
• Develop high-impact advocacy campaigns, ensuring alignment with Oxfam’s strategic goals.
• Act as a spokesperson for Oxfam Ethiopia in high-profile events, media engagements, and policy discussions.
• Coordinate research and analysis to support policy recommendations on governance, humanitarian affairs, gender in emergencies, and security.
• Strengthen Oxfam’s presence in national and international policy discussions through effective communication strategies.
• Manage a team of advocacy and communications professionals, providing strategic direction and mentorship.
• Ensure risk assessment and mitigation strategies are in place to protect communities and partners.

Required Qualifications & Experience

• A Master’s or Bachelor’s degree in Political Science, International Affairs, Public Policy, or Government, with a focus on conflict and security, humanitarian affairs, governance, or gender in emergencies.
• A minimum of 8 years of experience in advocacy, policy analysis, and communications, preferably in a complex and evolving context within an international NGO or UN agency.
• At least 3 years of managerial/supervisory experience leading policy or advocacy teams.
• Strong skills in leadership, negotiation, and coordination, especially in multi-stakeholder environments.
• Excellent written and verbal communication skills in Amharic and English.
• Proven experience in managing risk and safeguarding efforts in humanitarian and development programs.
• Expertise in gender equity, feminist values, and decolonial approaches within policy advocacy.
• Willingness to travel to remote and challenging locations as required.
