The United Nations Economic Commission for Europe (UNECE) is seeking a Programme Management Officer (P-4 level) for a professional and dynamic role in programme planning and budget coordination. This position is based in Geneva and supports strategic oversight of Section 20 of the UN regular budget: Economic Development in Europe.
This job involves key responsibilities in programme performance tracking, interdepartmental coordination, publication planning, and liaising with oversight bodies. The successful candidate will report to a Senior Management and Programme Analyst and operate under the Programme Management and Support Services Division (PMSSD).

Tasks
- Coordinate and support the preparation of the Programme Plan (Part II of the Proposed Programme Budget).
- Oversee quarterly performance updates in Umoja SMA/SPPM, ensuring quality and accuracy.
- Prepare reports for UN legislative bodies including ACABQ, CPC, and the Fifth Committee.
- Guide ECE divisions in developing Programme of Work documents aligned with UN planning rules.
- Represent UNECE at the Publication Board and manage implementation of the Publication Plan.
- Monitor policy developments and legislative resolutions relevant to programme planning.
- Respond to programme planning-related queries from UNHQ.
- Serve as UNECE lead for Umoja SMA/SPPM and coordinate PPME focal points.
- Organise training sessions, facilitate knowledge sharing and internal coordination.
Qualifications
Education and Certification
- An advanced university degree in international relations, public administration, law, or a related field is required.
- A first-level degree combined with two additional years of experience may be accepted in lieu of the advanced degree.
Experience
- A minimum of 7 years of professional experience in programme planning, monitoring, or budgeting.
- At least 3 years of experience in formal report writing.
- Experience with legislative or committee review processes is desirable.

Additional Information
- Proficiency in English is required; knowledge of French or Russian is desirable.
- This is a full-time, professional-level (P-4) position within the UN.
