This consultancy is critical to developing an internal briefing focused on the human rights implications of AI‑generated child sexual abuse material (CSAM). As an independent advertiser, I am promoting this opportunity for Amnesty International, enabling fresh voices to contribute to policy and advocacy efforts at the convergence of artificial intelligence, digital rights, and child protection.

Project Purpose

Amnesty’s Children and Young People’s Digital Rights team (CYPD), under the RIGHTS Click programme, requires a policy consultant who can:

  • Map and categorize different types of AI‑generated CSAM (e.g., nudifying apps, synthetic imagery, deepfakes).
  • Analyze the international debate on the criminalization of “virtual children,” providing historical and legal context.
  • Identify potential human rights risks such as privacy breaches, overcriminalization, and threats to freedom of expression.
  • Review existing treaties and legislative frameworks like the Optional Protocol to the CRC (OPSC), EU AI Act, and CoE Convention on AI and Human Rights.
  • Offer policy and non-legislative recommendations for government regulation.
  • Propose responsibilities for private tech companies including safety‑by‑design frameworks.
  • Examine ways to integrate human rights considerations into AI system design, risk assessments, and industry standards.

Consultancy Overview

  • Duration & Budget: To be determined; total contract value up to £15,000 GBP (inclusive of all costs).

Tasks

Key Responsibilities

  1. Taxonomy & Typology (Deliverable):
    • Produce a clear categorization of AI‑generated CSAM (e.g., “nudifying” AI, deepfakes, synthetic child imagery).
    • Define terms and provide illustrative examples.
  2. Historical & Legal Context:
    • Review the existing legal debate, including the evolution of laws criminalizing virtual children.
    • Situate the issue in evolving jurisprudence and international frameworks.
  3. Human Rights Risk Assessment:
    • Analyze potential harms associated with AI‑generated CSAM—reinforcement of abuse culture, normalization of child exploitation, strain on law enforcement, privacy violations, and potential restrictions on legitimate speech.
  4. Treaty & Legislative Analysis:
    • Review applicability and gaps in treaties (e.g. OPSC), emerging AI regulation (EU AI Act), and human rights law.
    • Assess compatibility with international child rights protections.
  5. Policy Recommendations:
    • Advise whether AI‑generated CSAM should be prohibited or criminalized.
    • Propose alternative non‑legislative measures, including industry standards and private-sector responsibility frameworks.
  6. Private Sector Guidance:
    • Define roles for tech companies in designing safe AI systems.
    • Promote transparency and accountability mechanisms such as watermarking, data provenance, and content filters.
  7. Safety‑by‑Design & Standards Integration:
    • Recommend embedding human‑rights-based safety frameworks into AI development lifecycles.
  8. Rights Risks Mapping:
    • Create a matrix of rights risks (privacy, free expression, due process, discrimination) and protections.
  9. Collaboration & Stakeholder Engagement:
    • Maintain regular communication with Amnesty teams for feedback loops.
    • Align findings with internal policy frameworks and advocacy strategies.

Deliverables

Qualifications

Education & Certification

Experience

  • Demonstrable experience in international human rights law and children’s rights.

  • Consulting or policy analysis experience, preferably within NGOs or intergovernmental contexts.
  • Previous advisory roles or public policy engagement on AI or tech regulation platforms.
