About the Digital Democracy Initiative (DDI) and the Election Grants
The Digital Democracy Initiative (DDI) promotes local, inclusive democratic space in the digital era. Funded by Denmark and the European Union, DDI has launched the first Elections Grant Call in 2024 to support civil society organizations in promoting electoral integrity, countering misinformation, and enhancing civic participation. The grant targeted countries facing challenges in civic space and democratic processes, providing sub-grants to organizations in Venezuela, Tunisia, Ghana, and Mozambique.

Scope and Goal

CIVICUS seeks a consultant to conduct an end-of-grant evaluation of the projects funded under the 2024 Election Grant Call. The evaluation aims to collate overall results achieved, assess the contributions of the various projects, and provide recommendations for improving future Election Calls under DDI.

Specific Objectives

The evaluation will focus on the following objectives:

• Assess the extent to which the projects achieved their respective objectives.

• Evaluate the contributions of the projects to the objectives of the Election Grant Call and the DDI.

• Conduct outcome mapping to identify unplanned changes and results.

• Assess the effectiveness of project implementation strategies.

• Evaluate the validity of assumptions underpinning the DDI.

• Provide lessons and recommendations for future Election Grant Calls.

• Develop case studies reflecting significant changes made by the projects.

Key Deliverables

The consultant will be responsible for the following deliverables:

1. Conduct a desk review of relevant project documents and literature.

2. Design a methodology and evaluation framework for assessing project performance.

3. Submit an Inception Report and hold an inception meeting.

4. Conduct interviews with sub-grantees and project beneficiaries.

5. Submit a draft evaluation report for review.

6. Produce a final evaluation report addressing all evaluation objectives.

7. Prepare a presentation on the evaluation findings.

Desired Knowledge and Experience of the Civics Consultant

• Strong technical knowledge in evaluation concepts and approaches, particularly outcome mapping and qualitative methods.

• Prior experience conducting evaluations in digital democracy and electoral spaces.

• Knowledge of civil society resourcing and locally-led development initiatives.

• Proficiency in developing evaluation tools and strong analytical skills.

• Excellent writing skills, with the ability to provide concise and actionable analysis.

• Experience engaging with diverse stakeholders through inclusive and participatory approaches.

• Familiarity with Microsoft SharePoint and Teams, with the ability to enable security measures.

Timeline

The assignment is expected to take place over 15 – 20 workdays, starting on 1st April, with all deliverables due by 15th June 2025.
