The International Maritime Organization (IMO), a specialized agency of the United Nations responsible for the safety and security of international shipping, is inviting qualified candidates to apply for a home-based consultancy role supporting a Maritime Safety and Security Project in Ukraine.

This short-term assignment runs for 40 working days and offers a competitive daily rate of $500 USD. The consultant will work remotely with field visits within Ukraine to assess maritime infrastructure, coordinate stakeholder engagement, and contribute to the development of a technical cooperation project aimed at aligning Ukraine’s maritime safety systems with international IMO standards.

Due to the evolving maritime security environment in Ukraine, there is an urgent need for experienced professionals who can conduct field assessments, validate data, and support the logistics and reporting of a critical technical upgrade effort. The consultant will report directly to the IMO Technical Cooperation and Implementation Division and work closely with both Ukrainian maritime stakeholders and international expert teams.

Tasks

As a consultant for the IMO, you will be expected to deliver on the following core responsibilities during the 40-day contract period:

Field Assessments

  • Visit key Ukrainian ports, SAR (Search and Rescue) stations, and maritime communication centers.
  • Evaluate maritime navigation, safety, and port security infrastructure for compliance with international standards.

Gap Analysis and Validation

  • Cross-check infrastructure and equipment needs identified in IMO’s Needs Assessment Report against real-world findings.
  • Identify gaps in safety systems, operational protocols, and hardware availability.

Stakeholder Engagement

  • Organize and conduct interviews with Ukrainian port authorities, SAR personnel, maritime security professionals, and government officials.
  • Collect insights into local challenges, logistics issues, and safety priorities.

Market and Cost Analysis

  • Investigate pricing and availability of SAR and maritime safety equipment from Ukrainian suppliers.
  • Provide cost estimates and procurement options for each infrastructure upgrade area.

Support for International Consultants

  • Arrange logistics and provide on-the-ground support for international IMO experts.
  • Accompany visiting experts on site visits and offer translation and coordination services.

Reporting and Documentation

  • Provide detailed weekly updates covering field visit outcomes, data collection, and stakeholder input.
  • Deliver a structured, validated technical report summarizing all findings, procurement estimates, and infrastructure recommendations.

Final Report Contributions

  • Contribute to the preparation of the final costing and scoping report submitted to IMO headquarters.
  • Ensure all analysis is accurate, comprehensive, and well-documented.

Project Participation

  • Attend remote coordination calls and in-country stakeholder meetings.
  • Collaborate actively with the wider IMO technical team during all phases of the project.

Qualifications

Education and Certification

Applicants must meet the following academic requirements:

  • A Master’s degree or equivalent in:
    • Maritime Operations
    • Port Administration
    • Maritime and Transport Engineering
    • Maritime Law or Business
    • Or any related field focused on maritime safety or port infrastructure

Additional certifications in SAR (Search and Rescue), maritime security systems, port safety management, or IMO compliance are considered strong assets.

Experience

The successful candidate must demonstrate at least 10 years of professional experience in maritime safety and port operations, including:

  • Practical knowledge of Ukraine’s port infrastructure and SAR systems.
  • Hands-on experience in infrastructure evaluations, field assessments, and stakeholder engagement.
  • Familiarity with IMO safety regulations, port security frameworks, and maritime compliance standards.

Other desirable experience includes:

  • Previous consultancy roles with multilateral organizations or UN agencies.
  • Direct involvement in the procurement or pricing of maritime safety equipment.
  • Experience in managing logistics or providing support for international technical projects.
