The United Nations Development Programme (UNDP) supports sustainable development initiatives across the globe, leveraging innovation, partnerships, and financing solutions to tackle complex development challenges. Within the Istanbul Regional Hub (IRH), the Slovak Transformation Fund (STF) fosters systemic urban transformation across Europe and Central Asia, with a focus on green, digital, and inclusive solutions.
STF implements its strategy through two core components:
- BOOST: An innovation challenge and impact acceleration platform, identifying and scaling solutions addressing urban development challenges. BOOST emphasizes inclusivity, youth engagement, and women’s economic empowerment.
- City Experiment Fund (CEF): Supports cities in co-learning, experimentation, and adaptive management to implement transformative urban interventions.
The Innovative Finance Analyst will play a key role in designing, prototyping, and scaling innovative financial mechanisms to enhance urban transformation projects. The position is home-based with possible travel for workshops, missions, or peer-learning events.
Key Responsibilities
Innovative and Alternative Financing
- Map and analyze funding opportunities from international, regional, national, and sub-national sources.
- Explore innovative finance tools such as social impact bonds, blended finance, guarantees, tokenized instruments, and outcome-based payment models.
- Support the design, testing, and implementation of financing models for BOOST and CEF projects.
- Conduct feasibility assessments and investment-readiness diagnostics for urban initiatives.
Systems Finance & Portfolio Management
- Integrate financing strategies into mission- and portfolio-based urban transformation initiatives.
- Contribute to systems finance strategies connecting multiple interventions with scalable financing structures.
- Develop guidance and internal tools to operationalize portfolio-level financing approaches in collaboration with Country Offices.
Knowledge Sharing & Learning
- Capture lessons from pilot initiatives and synthesize learnings into case studies, policy briefs, or playbooks.
- Support regional peer exchange sessions, trainings, and workshops on innovative urban finance.
- Collaborate across teams to strengthen knowledge on city-level financing for green and digital transitions.
Stakeholder Engagement & Partnerships
- Support UNDP Country Offices and IRH teams in identifying and convening partners (IFIs, private investors, EU instruments).
- Assist in structuring collaboration frameworks such as MOUs, co-investment proposals, and letters of intent.
- Maintain awareness of financing pipelines and advise COs and city partners on innovative finance opportunities.
Other Tasks
- Contribute to STF-wide strategic planning and reporting with inputs on financing workstreams.
- Perform any other duties required to support STF’s financial innovation agenda.
Qualifications
Education
- Advanced university degree (Master’s) in international development, development economics, urban studies, natural sciences, or related field.
- Bachelor’s degree with at least two additional years of qualifying experience may be considered.
Experience
- Minimum of 2 years (Master’s) or 4 years (Bachelor’s) relevant experience with innovative financing mechanisms.
- Experience with alternative finance, development impact bonds, blended finance, or outcome-based funding is highly desirable.
- Knowledge of urban development, city-level projects, or innovation in financing is preferred.
Language
- Fluency in written and spoken English is required.
