Background & Job Description

The World Health Organization (WHO) is recruiting a National Consultant to support the Ministry of Health and the Health Policy Strategy Institute in Viet Nam. This consultant will help achieve a transparent and unified national health accounts (NHA) database by utilizing WHO’s Health Accounts Production Tool (HAPT). The role focuses on reviewing frameworks for primary healthcare and traditional medicine expenditure tracking, while also strengthening institutional capacity.

This assignment comes at a crucial time as Viet Nam undergoes a major health system restructuring. The role ensures health expenditure data is institutionalized and sustained regardless of personnel changes. WHO’s efforts to modernize the health expenditure tracking through the HAPT platform provide a unique digital transformation opportunity for the Vietnamese health sector.

Tasks

Output 1: Establish a Transparent Health Accounts Database

  • Compile and digitize data from at least two previous NHA rounds.
  • Create a comprehensive database that includes data sources, classifications, assumptions, financing flows, and metadata.
  • Develop a complete HAPT study file using national data from 2020 and 2021.

Output 2: Enhance Primary Healthcare and Traditional Medicine Frameworks

  • Support data collection to strengthen tracking mechanisms for PHC and traditional medicine.
  • Contribute to defining the boundaries of PHC and traditional medicine within the health accounts.
  • Prepare relevant forms and guidance for future data collection.

Output 3: Capacity Building

  • Conduct hands-on HAPT training sessions for the national team.
  • Provide technical support during training workshops and GHED 2025 data submissions.

Qualifications

Education and Certification

  • Required: Master’s degree in public health, health economics, medicine, social science, or a relevant field.
  • Desirable: Postgraduate specialization in health financing, policy, or health administration.

Experience

  • Minimum of 5 to 10 years in health financing and policy development.
  • Prior work on tracking health expenditures preferred.
  • Experience working with the Vietnamese health system is advantageous.

Skills

  • Strong quantitative, analytical, and communication capabilities.
  • Proven ability to manage health expenditure data.
  • Experience using HAPT and familiarity with the SHA 2011 framework.
  • Ability to collaborate with both international and national stakeholders.

Language

  • Expert-level proficiency in written and spoken Vietnamese.
  • Strong command of English (written and verbal).

Additional Information

  • Location: Home-based, with possible travel within the region.
  • Remuneration: USD 180 per day for a total of 35 working days (USD 6,300 in total).
  • Contract Duration: Approximately 35 working days, with deliverables expected from July to September 2025.
  • Reporting: The consultant will work closely with WHO’s Technical Officer for Universal Health Coverage and liaise directly with the Ministry of Health teams.
