Background

Countries worldwide face evolving development challenges, including climate change, economic transitions, and pandemic recovery. The UNDP Innovation Facility (IF) is designed to support governments and partners in their “great transformations.” This facility funds and enables projects that focus on system transformation rather than just incremental improvements.

To achieve these goals, the IF has launched Deep Demonstrations—experiments that equip UNDP Country Offices with the necessary capabilities to tackle complex development challenges. The Operations Specialist will play a key role in ensuring effective financial and operational management for these initiatives.

Key Responsibilities

1. Budget & Financial Management

  • Oversee project budget planning, guiding, and control in line with UNDP regulations.
  • Implement cost-saving strategies and track income programming into budgets.
  • Ensure timely financial reporting, expense monitoring, and proper fund allocation.
  • Manage the financial documentation process for audits and reviews.

2. Donor Fund Management & Reporting

  • Ensure compliance with UNDP rules regarding donor fund management.
  • Prepare and review funding agreements.
  • Develop and submit donor reports, ensuring accuracy and compliance.
  • Monitor and track mobilized financial resources and maintain updated reports.

3. Procurement & Recruitment Management

  • Oversee recruitment and procurement processes while ensuring compliance with UNDP policies.
  • Work with UNDP’s procurement and HR teams for smooth staff onboarding.
  • Ensure contracts, vendor evaluations, and agreements comply with operational guidelines.

4. Strategic Planning & Operational Support

  • Maintain internal expenditure monitoring systems and ensure accurate data entry.
  • Lead the setup of financial reporting tools and internal documentation processes.
  • Support operational and financial closure of projects.
  • Contribute to resource mobilization by tracking potential donors and funding opportunities.

Required Qualifications & Skills

Education:

  • Master’s degree in Business Administration, Finance, Public Administration, Social Sciences, Economics, or related field with 5 years of experience OR
  • Bachelor’s degree in the same fields with 7 years of experience.

Experience:

  • Proven experience in UN operations management and financial reporting.
  • Familiarity with UNDP budgeting, procurement, and donor fund management.
  • Knowledge of UNDP’s Quantum ERP system is an asset.
  • Previous experience managing long-term agreements for innovation services is advantageous.
  • Strong understanding of UNDP’s financial and administrative regulations.

Language Requirements:

  • Fluency in English (mandatory)
  • Working knowledge of another UN language is preferred.
