To advance this mission, UNEP is seeking a Senior Programme Management Officer (P-5) to coordinate the Digital Transformations Sub-programme. This senior-level role, based in Nairobi, will work under the Chief Digital Officer to lead the integration of cutting-edge digital tools and data-driven strategies across UNEP operations, partnerships, and environmental initiatives.
The position’s core objective is to foster evidence-based decision-making through internal and external data, leveraging predictive analytics, trend analysis, and digital systems to enhance UNEP’s effectiveness, agility, and impact.

Tasks
As Senior Programme Management Officer, you will lead UNEP’s Digital Transformations Sub-programme and play a central role in redefining how the organization leverages digital tools for sustainable development. Key responsibilities include:
Programme Strategy & Implementation
- Coordinate the implementation of UNEP’s Digital Transformation Strategy in alignment with its Medium-Term Strategy and Programme of Work.
- Lead programme planning, execution, monitoring, and evaluation of digital initiatives across UNEP divisions and regional offices.
- Promote innovative digital applications that enhance environmental decision-making, business models, and governance structures.
Data & Analytics
- Integrate data systems and analytics capabilities to provide insights for environmental policy and operations.
- Ensure the collection, management, and dissemination of high-quality data relevant to climate, nature, and pollution-related crises.
- Use forecasting and modeling tools to identify future trends and inform UNEP interventions.
Partnerships & Stakeholder Engagement
- Collaborate with governments, private sector, civil society, and academia to co-create digital solutions for environmental sustainability.
- Represent UNEP in global digital policy dialogues and high-level partnerships related to digital transformation.
- Build coalitions that promote digital innovation in line with the Sustainable Development Goals (SDGs).
Internal Digital Transformation
- Support change management initiatives that foster a culture of innovation, agility, and digital literacy within UNEP.
- Modernize UNEP’s internal systems and processes for programme delivery, including project management platforms, digital communication tools, and knowledge-sharing systems.
- Champion the digital upskilling of staff and teams.
Planning & Reporting
- Oversee resource mobilization efforts and manage programme budgets effectively.
- Prepare high-level briefing notes, reports, donor proposals, and communications materials related to digital transformation.
- Report on progress to UNEP leadership and governing bodies.
Qualifications
Education and Certification
- Advanced university degree (Master’s or equivalent) in environmental studies, information technology, data science, business administration, or related fields.
- A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of the advanced degree.
Professional Experience
- A minimum of 10 years of progressively responsible experience in programme management, digital innovation, technology policy, or environmental governance is required.
- Experience in leading cross-sectoral digital transformation programmes, especially in international or environmental organizations.
- Demonstrated experience in managing large-scale, multi-stakeholder programmes, preferably involving data and digital technologies.
- Proven track record in partnership development and resource mobilization.
- Experience working in a United Nations or similar international organization is an asset.
Language
- English fluency is required.
- Knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) is desirable.

- This is a P-5 level professional role within the United Nations system.
