The United Nations Framework Convention on Climate Change (UNFCCC) is at the center of the global effort to combat climate change. The secretariat supports the implementation of the Convention, the Kyoto Protocol, and the Paris Agreement, helping nations meet their climate commitments.
About the CAPACITY Fellowship Programme
Thanks to funding from the Government of Portugal, UNFCCC is launching the 2025 CAPACITY Fellowship Programme to enhance climate change expertise in Small Island Developing States (SIDS) and Least Developed Countries (LDCs). The programme aims to:
- Support innovative climate research within sustainable development.
- Build a network of climate experts.
- Strengthen leadership potential among emerging climate professionals.
Target Group: The fellowship is open to mid-career professionals employed in government or national educational institutions from Lusophone SIDS or LDCs, including Cabo Verde, Guinea-Bissau, São Tomé and Príncipe, Angola, Mozambique, and Timor-Leste.
Fellowship Details
The selected fellow will work within the Transparency Division at UNFCCC’s headquarters in Bonn, Germany. This division plays a key role in supporting measurement, reporting, and verification (MRV) and the Enhanced Transparency Framework (ETF) under the Paris Agreement.
Key Responsibilities:
- Provide technical support to developing countries, especially Lusophone nations, on MRV and ETF matters.
- Assist in developing technical materials for national communications and biennial transparency reports.
- Support training workshops and regional events on climate reporting and transparency.
- Assist with outreach efforts, including drafting content for UNFCCC websites and social media.
What You Will Gain

- Multilateral climate negotiations and transparency processes under the Paris Agreement.
- Reporting mechanisms such as biennial transparency reports and national adaptation plans.
- Capacity-building strategies to enhance climate resilience in developing nations.
Eligibility Criteria
Education:
- A master’s degree in environmental science, economics, engineering, development studies, or a related field.
- A bachelor’s degree with an additional two years of relevant work experience may be accepted in place of a master’s degree.
Experience:
- At least three years of professional experience in climate change policy, MRV systems, or national climate reporting.
Language Requirements:
- Proficiency in English (spoken and written) is required.
- Knowledge of another UN official language is desirable.
Other Requirements:
- Candidates must be currently employed in a governmental organization, educational institution, or research institute.
- Candidates must be nationals of and working in one of the eligible Lusophone SIDS or LDCs.
- Must be under 40 years of age at the time of application.
Selection Process
Applicants may undergo technical assessments and interviews. Finalists must provide:
- Written employer approval for a leave of absence during the fellowship.
- A letter of intent from their employer confirming that the new skills gained will be integrated into their work.
- Certification that the fellowship aligns with national climate policy needs.
Stipend and Benefits
- A monthly stipend of EUR 4500.
- Travel expenses to and from Bonn, Germany, covered by UNFCCC.
