About UNOPS Horn of Africa MCO:

UNOPS (United Nations Office for Project Services) operates the Horn of Africa Multi-Country Office (HAMCO) from Addis Ababa, Ethiopia. Established in 2009, HAMCO oversees projects across Ethiopia, Djibouti, Sudan, and South Sudan. The office specializes in a wide array of services including infrastructure, procurement, human resources, project management, and fund management, with a focus on sectors such as health, education, agriculture, and resilient infrastructure.

The Project Manager (Transactional) will play a key role in ensuring the successful delivery of projects and driving organizational goals in Ethiopia.


Role Overview:

The Project Manager (Transactional) will be responsible for overseeing the implementation of key projects within the Ethiopia Country Office Transactional Unit. The position will focus on managing the project lifecycle, from initiation through to delivery, while ensuring alignment with organizational goals and donor expectations.

Key Responsibilities:

  1. Project Delivery and Performance:

    • Implement approved project plans, ensuring milestones are met within the defined time, cost, and quality parameters.
    • Collaborate with external suppliers and manage contract performance evaluations.
    • Monitor project progress, identify risks, and implement mitigation measures.
  2. Stakeholder Engagement:

    • Facilitate stakeholder mapping and build effective relationships with local authorities, government bodies, and partners.
    • Coordinate communication strategies and ensure timely delivery of project updates to stakeholders.
  3. Procedures and Compliance:

    • Ensure adherence to UNOPS’ Project Management Manual and organizational policies.
    • Manage budgets, cash flows, and project obligations.
    • Support audit activities and ensure compliance with UNOPS’ financial management guidelines.
  4. Personnel Management:

    • Lead, motivate, and ensure the development of project management teams.
    • Promote a culture of inclusivity, safety, and respect within the team.
  5. Knowledge Management and Innovation:

    • Engage in continuous capacity-building efforts for staff development.
    • Contribute to sharing lessons learned and best practices across the organization.

Qualifications and Experience:

  • Education: Master’s Degree in Project Management, Business Management, Development Studies, or a related field.
  • Experience: A minimum of 2 years of progressive experience in project/programme management within development projects.
  • Languages: Fluent in both written and spoken English and Amharic.
  • Certifications: Project Management certifications (e.g., PRINCE2, PMI) are an asset.
  • Skills: Strong experience in stakeholder engagement, project procurement, risk management, and financial control.
