1. Programme Policy Officer (School Meals)

Job Purpose:
The Programme Policy Officer will provide strategic leadership and technical direction for WFP’s School Meals Programme, with a focus on Home-Grown School Feeding (HGSF) initiatives. The officer will collaborate with national and regional stakeholders to enhance food security and nutrition for schoolchildren.
Key Responsibilities:
- Develop and implement policies for School-Based Meals Programs in collaboration with government and non-governmental partners.
- Lead WFP’s technical assistance to strengthen the School-Based Feeding Programme (SBFP) in the Philippines.
- Conduct research and provide data-driven insights on education, nutrition, and food security.
- Manage a team responsible for implementing HGSF models in BARMM and Luzon.
- Build partnerships with government agencies, NGOs, private sector entities, and research organizations.
- Represent WFP in forums related to School Meals, Nutrition, and Social Protection.
- Develop funding proposals and contribute to resource mobilization.
- Oversee the programme budget and ensure efficient financial management.
Qualifications & Experience:
- Education: Advanced degree in International Affairs, Economics, Nutrition, Agriculture, Social Sciences, or a related field.
- Experience:
- Minimum of five years in policy formulation, government budget planning, project management, and monitoring & evaluation.
- Experience in school meals or agriculture-related programs is an advantage.
- Strong background in strategic policy engagement with government institutions.
- Skills:
- Ability to design and implement food security programmes tailored to community needs.
- Strong leadership, project management, and team supervision skills.
- Excellent communication and analytical skills.
- Proficiency in Microsoft Office tools (Word, Excel, PowerPoint).
- Languages: Fluency in English and Filipino is required.

2. Programme Policy Officer (Climate Risk Insurance)
- Location: Dhaka, Bangladesh
- Contract Type: Service Contract (SC)
- Grade: SC-9
- Duration: 12 months

Job Purpose:
The Programme Policy Officer will coordinate, develop, and implement climate risk insurance and disaster risk financing interventions under WFP’s Resilience Innovation Programme. The role involves working with government agencies, financial institutions, and climate data providers to design sustainable climate risk insurance strategies.
Key Responsibilities:
- Conduct country context analyses, need assessments, and market assessments related to climate risk insurance.
- Collaborate with government agencies such as the Ministry of Finance, Ministry of Agriculture, and Ministry of Disaster Management to develop climate risk insurance policies.
- Work with data providers, such as the Bangladesh Meteorological Department (BMD) and Flood Forecast and Warning Center (FFWC), to design insurance models.
- Support the design and scaling of index-based insurance products for disaster resilience.
- Develop training materials, guidelines, and Standard Operating Procedures (SOPs).
- Organize national consultations and policy dialogues on climate risk insurance.
- Strengthen the capacity of WFP staff, partner organizations, and government agencies on disaster risk financing.
- Develop project proposals for resource mobilization and donor engagement.
- Maintain professional relationships with cooperating partners, academic institutions, and UN agencies.
Qualifications & Experience:
- Education: Master’s degree in Public Finance, Environmental Science, Social Sciences, or a related field.
- Experience:
- Minimum 7 years of experience, including 4 years in macro, meso, or micro-insurance for climate resilience.
- Expertise in risk transfer, resilience-building, and financial inclusion strategies.
- Skills:
- Strong knowledge of climate risk insurance and disaster risk financing.
- Experience working with government agencies, insurance regulators, and financial institutions.
- Strong analytical, communication, and project management skills.
- Languages: Fluency in English and Bangla is required.
