Background & Job Description
The World Health Organization (WHO) is seeking an experienced consultant to support the update and implementation of a national strategic action plan on antimicrobial resistance (AMR). This consultancy will span three months and aims to assist the national AMR Committee in revising the 2019-2023 plan, while also advancing efforts in antimicrobial consumption (AMC) and antimicrobial use (AMU) monitoring.
Antimicrobial resistance poses a serious global health challenge, with bacterial AMR linked to nearly 5 million deaths annually. Governments worldwide, including national health ministries, are responding with clear commitments and strategic planning to reverse this trend. The selected consultant will help align national policies with global frameworks such as the Global Antimicrobial Resistance Surveillance System (GLASS), support inter-agency coordination, and ensure a science-based, cross-sectoral approach to managing AMR.
This full-time consultancy will be based within the WHO Country Office and involve collaborative work with ministries, health departments, international partners, and other stakeholders.
Tasks
Development and Finalization of the Updated National Strategic Plan on AMR
- Draft a new national strategic action plan on AMR based on prior implementation results.
- Incorporate input from the AMR Committee and relevant partners.
- Finalize the updated plan with clear priority actions.
- Support the planning and facilitation of stakeholder consultations and committee meetings.
Support Antimicrobial Consumption (AMC) Monitoring
- Assist the Food and Drug Department in collecting and analyzing AMC data from hospitals and national databases.
- Conduct refresher trainings for healthcare facilities based on findings.
- Help expand AMC data collection into private healthcare sectors.
Support the Implementation of Antimicrobial Use (AMU) Monitoring
- Work with the Department of Healthcare and Rehabilitation to establish AMU systems at both national and facility levels.
- Collaborate with WHO regional offices and international partners to standardize protocols.
Antimicrobial Stewardship and Surveillance Coordination
- Develop a concept note on antimicrobial stewardship (AMS) that integrates AMR surveillance, AMC/AMU monitoring, and infection prevention.
- Provide technical support to align these efforts under the broader AMR strategy.
Reporting and Coordination
- Submit regular updates to WHO and partner organizations.
- Document outcomes from all initiatives and monitoring programs.
- Maintain clear communication with stakeholders, including ministries, UN agencies, and development partners.
Qualifications
Education and Certification
- Required: A university degree in medicine, pharmacy, or a related health discipline.
- Preferred: A postgraduate degree in public health, epidemiology, or pharmacy.
Experience
- Essential: At least five years of professional experience in AMR-related work.
- Desirable:
- Direct involvement in national AMR strategy development or implementation.
- Hands-on experience with AMR surveillance, AMC, AMU, and AMS activities.
- Prior work with international organizations such as WHO, UN agencies, or government health sectors.
- Familiarity with public health systems in resource-limited settings.
Technical Skills
- Solid knowledge of AMR, infectious diseases, and health systems planning.
- Proven ability to work collaboratively across diverse teams and agencies.
- Strong program management skills with experience in policy and capacity building.
- Excellent written and verbal communication skills in English.
- Proficient in Microsoft Word, Excel, and PowerPoint.
Additional Information
Duration and Compensation
- Contract length: 3 months (July–October 2025).
- Salary range: USD 3,955 – USD 6,980 per month (Band Level A), depending on experience and qualifications.
- Travel: Required for technical support missions within the country based on requests from the Ministry of Health.
Reporting Structure
The consultant will work under the guidance of the Coordinator of the Health Systems Development (HSD) team at the WHO Country Office. Coordination with WHO Health Emergencies (WHE), the Ministry of Health, hospitals, and various partners will be essential.
Work Arrangement
The assignment will be on-site at the WHO Country Office and involve field visits. Consultants will operate independently and not as representatives of any affiliated entity. Compliance with WHO’s vaccination requirements, ethical standards, and workplace safety policies is mandatory.
