WHO is hiring a Consultant – Data Management and Analysis to support the Division of Health Systems and Services (DHS) in a remote, 9-month contract (75 days total) from March to November 2025, with a daily rate of $249–$350. The consultant will analyze, manage, and visualize data related to Early Essential Newborn Care, Infection Prevention and Control (IPC), and Maternal & Child Health (MNCH), using SPSS, STATA, R, and Tableau. Responsibilities include verifying datasets, preparing statistical reports, and supporting WHO technical teams with evidence-based insights.

Purpose of the Consultancy
The consultant will support the MCQ team and technical programs in measuring health service performance related to Maternal, Newborn and Child Health (MNCH), Safe Affordable Surgery (SAS), Infection Prevention and Control (IPC), and Quality of Care (QoC). The role includes managing regional datasets, conducting data analysis, and developing capacity-building materials for accurate data collection at the country level.
Background
Monitoring the progress of WHO’s work and tracking countries’ achievements towards Sustainable Development Goal 3, GPW14, and the Regional Vision paper objectives is critical. WHO employs data-driven approaches to inform health policies and interventions. The MCQ team requires support in managing and analyzing data to improve technical programs in MNCH, SAS, IPC, and QoC.
Key Deliverables
- Output 1: Statistical analysis and data visualization for the Fourth Biennial Progress Report on Early Essential Newborn Care implementation.
- Deliverable: Statistical tables, annexes, and visualizations for the report.
- Output 2: Support the Infection Prevention Control program through survey IT support, data verification, data cleaning, data analysis, country profiling, and visualization.
- Deliverable: Report detailing data management tasks for the IPC program.
- Output 3: Conduct data management and analysis (descriptive and analytical) for MCQ technical teams and country-specific requests.
- Deliverable: Summary report with statistical analysis and interpretation for each technical area.
Qualifications, Experience, and Skills
Education:
- Bachelor’s degree in statistics or biostatistics (essential).
Experience:
- Minimum 5 years of experience working with datasets and statistical software (SPSS, STATA, R).
- Experience in data visualization tools (Tableau).
- Prior experience managing and analyzing health data (MCH, IPC, SAS, QoC) is desirable.
Skills & Knowledge:
- Proficiency in data entry, data management, and statistical analysis.
- Strong analytical skills, including epidemiologic analysis.
- Familiarity with public health indicators, programmatic data, and M&E frameworks.
- Fluency in English (essential); knowledge of a WHO Western Pacific Region language (desirable).
- Applicants must have a bachelor’s degree in Statistics or Biostatistics, at least 5 years of experience in data analysis, and fluency in English, with additional regional language skills preferred. This independent contractor role may require travel, and the application deadline is March 25, 2025.
