The World Health Organization (WHO) is currently recruiting Monitoring and Evaluation Officers (Roster – P3 Grade) to support its ongoing efforts in Non-Communicable Disease (NCD) prevention and health system strengthening. Background & Job Description

This opportunity is part of WHO’s broader mandate to support countries in building resilient health systems and reducing preventable diseases. The Monitoring and Evaluation Officer will work under the Pacific Island Countries (PIC) program, contributing to strategic planning, project evaluation, and results-based reporting in support of WHO’s global and regional NCD strategies.

The officer will play a vital role in ensuring transparency, effectiveness, and accountability of WHO-supported health initiatives through robust monitoring frameworks and data analysis.


Tasks

Successful applicants will perform the following duties:

  • Develop and maintain monitoring, evaluation, and data systems to track NCD program implementation.
  • Define and manage key indicators to support evidence-based planning and reporting.
  • Lead documentation of best practices and lessons learned from NCD interventions.
  • Assess effectiveness of national programs and recommend improvements.
  • Build regional capacity in monitoring and evaluation through training and mentorship.
  • Partner with donors and institutions for efficient reporting and program analysis.
  • Coordinate with UN and implementing partners for harmonized M&E systems.
  • Oversee technical and financial monitoring of grant-funded health projects.

Qualifications

Education and Certification

  • Required: Bachelor’s degree in social sciences, public health, health informatics, international development, or public administration.
  • Preferred: Advanced degree in public health from a recognized institution.

WHO only considers qualifications from institutions listed in the World Higher Education Database (WHED).

Experience

  • Required: At least five years of professional experience in monitoring and evaluation or program management, preferably in public health or international development.
  • Preferred: Experience working with United Nations agencies or similar international organizations.
