About the World Vision Project Manager Role
The successful candidate will provide overall leadership for a consortium supported through the Central African Republic Humanitarian Fund (CBPF) while also managing World Vision’s operational base in Bangassou.
The role combines strategic programme leadership with hands-on operational management. The Project Manager will translate the consortium’s grant agreement, proposal, logical framework, workplan, budgets, and memorandum of understanding into a coordinated operational plan.
The successful candidate will also chair the consortium steering committee and establish effective mechanisms for decision-making, escalation, problem-solving, and follow-up. The role involves coordinating World Vision, Concern Worldwide, and Tearfund to ensure that agreed sectors, geographical areas, targets, and compliance obligations are met.
Base Management and Humanitarian Operations
As the principal World Vision representative in Bangassou, the Project Manager will oversee programme implementation, personnel management, support services, security coordination, and external relationships.
Responsibilities include integrated base planning, weekly management reviews, operational prioritisation, and coordination across programmes, finance, supply chain, administration, fleet, security, People & Culture, and IT.
The position will also be responsible for ensuring appropriate office facilities, vehicles, communications, accommodation, assets, and administrative systems. Business continuity, incident escalation, staff wellbeing, and compliance with World Vision policies will be key areas of responsibility.
Food and Cash Assistance Programme Leadership
A significant part of the position involves overseeing World Food Programme (WFP) food assistance, cash assistance, and food-management projects.
The Project Manager will supervise the complete assistance cycle, including beneficiary targeting and registration, receipt of food or funds, transportation, storage, dispatch, distribution, reconciliation, monitoring, accounting, and reporting.
The role also requires regular field visits and follow-up on WFP recommendations, internal reviews, and audits. The successful candidate will lead efforts to prevent and control food losses while ensuring that incidents, loss registers, claims, dispatch documentation, and corrective actions are properly managed.
Monitoring, Accountability and Compliance
The Project Manager will oversee the functioning of LMMS and CCTS systems, including beneficiary registration, household updates, distribution records, user access, equipment, synchronisation, backups, and data protection.
The position will also coordinate monitoring and evaluation activities, data-quality controls, post-distribution monitoring, reporting schedules, complaints mechanisms, and accountability systems.
Financial management is another major component of the role. The successful candidate will work with Finance and Supply Chain teams to supervise consolidated budgets, forecasts, expenditure rates, procurement plans, commitments, cash requirements, and partner financial reporting.
Qualifications and Experience
Applicants should have at least seven years of progressive experience in humanitarian or development programme management. This must include at least five years in food or cash assistance, food management, cash transfers, or WFP-supported programmes, as well as at least three years in a senior management or coordination role.
Candidates should also have experience managing complex grants, multisector portfolios, operational bases, budgets, compliance, teams, and external representation in fragile or conflict-affected environments.
