About the Consultancy
WHO is recruiting consultants to support countries in costing Sexual and Reproductive Health and Rights (SRHR) services using the organization’s standardized SRHR Costing Tool.
The consultancy forms part of WHO’s efforts to strengthen Universal Health Coverage (UHC) by helping countries integrate priority SRHR interventions into their national health benefit packages.
The assignment is fully home-based, with no travel expected.

Key Responsibilities
Successful consultants will:
- Review national SRHR strategies and health service packages.
- Collect and analyze country-specific costing data.
- Adapt and populate the WHO SRHR Costing Tool.
- Generate health intervention cost estimates.
- Conduct sensitivity analyses.
- Facilitate stakeholder validation workshops.
- Prepare country costing reports.
- Develop policy briefs and presentation materials.
- Support evidence-based health financing decisions.
Required Qualifications
Applicants should have:
- A Master’s degree in Health Economics, Public Health, Health Policy, Health Planning, or a related field.
- At least 7 years of professional experience in health systems or health financing.
- Experience with health intervention costing methodologies.
- Experience supporting Health Benefit Packages or Essential Health Service Packages.
- Strong analytical and report-writing skills.
A PhD and experience in reproductive and maternal health policy are considered advantageous.

Desirable
- French and/or Portuguese.
