About the Consultancy
The consultant will serve as the main technical adviser for the development of policy and budget recommendations across eight programme districts. The role involves developing a common methodology, supporting district-level consultants and ensuring that recommendations are evidence-based, consistent and appropriate to local conditions.
The consultant will also oversee quality assurance and develop a national synthesis of findings, lessons and strategic recommendations that can support policy dialogue with local governments and national stakeholders.
A key focus of the assignment is strengthening funding for Continuous Professional Development (PPB) for teachers and school principals. The programme seeks to encourage local governments to consider allocating between 3% and 5% of education programme allocations through budget tagging to support educator capacity development.
Key Responsibilities
The National Consultant will lead five main areas of work.
First, the consultant will develop an Inception Report and National Methodology Toolkit covering education conditions, policy, financing, recommendations and quality assurance.
Second, they will provide technical assistance and coaching to eight district consultants and programme partner staff. This will include online meetings, consultations and regular technical discussions.
Third, the consultant will conduct quality assurance of district-level outputs, reviewing methodology, analysis, regulatory compliance, recommendations and implementation and financing considerations. Deliverables include a Quality Assurance Report and Consolidated Review Matrix.
The consultant will also support the development of policy and budget recommendations, including budget-tagging recommendations for teacher professional development.
Finally, the consultant will prepare a National Synthesis Report and Policy Advocacy Package, including presentation materials, to support policy dialogue.
Qualifications and Experience
Applicants should have at least a Master’s degree in public policy, education, public administration, economics, public finance or a related field.
The position requires at least seven years of professional experience in areas such as education policy, government governance, decentralisation, public-sector reform or local government budgeting.
Technical experience in education data analysis, policy recommendations, APBD analysis, policy briefs, budget tagging or working with local governments is required. Strong policy analysis, methodology development, training facilitation, quality assurance, communication and Indonesian-language report writing skills are also expected.
Experience working with ministries, local governments, international development organisations or civil society organisations in education will be an advantage.
