Background & Job Description

The Office of the High Commissioner for Human Rights (OHCHR) plays a leading role in the promotion and protection of human rights worldwide. The OHCHR is inviting applications for a National Consultant position in Bishkek, Kyrgyzstan. The consultant will work closely with the Ombudsperson’s Institute to enhance institutional understanding of international human rights standards in the context of public order management and national security frameworks.

This consultancy is designed to deliver both technical capacity building and strategic analysis, ensuring that security measures align with international obligations under human rights law.

The consultant’s work will culminate in the development of a comprehensive training package, a final analytical report, and an advocacy strategy that strengthens national human rights mechanisms while engaging relevant state and non-state actors.


Tasks

The consultant’s main responsibilities will include:

  1. Develop a Training Package
    • Design and deliver workshops for the Ombudsperson’s Institute.
    • Create presentations, handouts, and concise guidance materials tailored to institutional needs.
    • Ensure sustainability by leaving behind reusable training tools for internal use.
  2. Conduct Analytical Research
    • Review and analyze the national regulatory framework on public order and national security.
    • Compare national practices with international human rights standards.
    • Identify gaps and inconsistencies in implementation.
  3. Draft the Final Report
    • Prepare a comprehensive analytical report (maximum 25 pages).
    • Include findings from workshops, review of emblematic cases, and reform recommendations.
    • Work jointly with the Ombudsperson’s Institute to ensure national ownership.
  4. Design an Advocacy Strategy
    • Propose actionable steps to promote reforms aligned with international human rights obligations.
    • Conduct stakeholder mapping to identify relevant actors for engagement.
    • Recommend approaches for constructive dialogue with government and civil society.
  5. Capacity Building and Sustainability
    • Strengthen the Ombudsperson’s Institute’s capacity to carry forward reform efforts.
    • Provide practical recommendations for institutional development and training continuity.

Qualifications

Education & Certification

  • A university degree in human rights, international law, political science, international relations, or a related field.
  • Postgraduate specialization in human rights law or security sector governance is desirable.

Professional Experience

  • Proven experience working on human rights and security issues at the national or international level.
  • Previous experience in capacity building, training development, and advocacy is highly valued.
  • Experience collaborating with national institutions, government authorities, and civil society organizations.
  • Strong track record in research, analysis, and report writing within the human rights field.

Skills

  • Excellent understanding of international human rights standards and their application in contexts of national security.
  • Strong analytical and communication skills.
  • Ability to design and deliver interactive training programmes.
  • Proficiency in stakeholder engagement and advocacy strategy development.

Languages

  • Proficiency in English (spoken and written).
  • Knowledge of Russian or Kyrgyz is an advantage.
