About the Opportunity

The Eastern Mediterranean Region faces a substantial burden of communicable diseases, including malaria, tuberculosis, hepatitis and neglected tropical diseases. According to the vacancy announcement, these diseases accounted for more than eight million disability-adjusted life years in 2023.

WHO is advancing its Multi-Communicable Disease Elimination initiative to strengthen coordination across disease-specific programmes, improve service delivery and accelerate progress towards elimination across countries.

The consultant will help develop the regional framework, support implementation of the relevant WHO resolution, contribute to country-level planning and strengthen the integration of climate and environmental information into disease surveillance systems.

Key Responsibilities

The successful consultant will contribute to four main areas of work.

1. Development of the MCDE framework

The consultant will support the Regional Technical Advisory Group by organising online meetings, reviewing expert contributions and helping incorporate technical recommendations into the regional framework and supporting documentation.

2. Implementation of the MCDE resolution

Responsibilities include reviewing existing health system integration arrangements, examining formal cross-border collaborations and gathering information from Member States and partners on improving regional cooperation.

The consultant will also identify existing investment cases for multi-disease elimination programmes and help compile information for the development of an MCDE investment case.

3. Country-level technical support

The consultant will assist WHO leadership, technical teams and country offices in preparing country dialogues and developing tailored disease elimination plans. This will include compiling information from mission reports and other relevant sources.

4. Regional dashboard and climate-informed surveillance

The role involves supporting the testing and updating of the MCDE regional portal and dashboard, compiling validated data, and identifying climate-sensitive indicators for priority diseases such as malaria and leishmaniasis.

The consultant will also contribute to integrating climate and epidemiological information into surveillance systems and support pilot activities in one or two countries in the region.

Qualifications and Experience

Educational requirements

Applicants must hold a first university degree in Public Health.

A master’s degree in medicine is desirable, while specialisation in public health or infectious diseases would be an advantage.

Professional experience

The vacancy specifies up to five years of experience working in public health and infectious diseases. Relevant experience should include implementation in low- and middle-income countries, integration of disease programmes, indicator development, data collection and monitoring systems.

Skills and competencies

Candidates should demonstrate excellent project planning and coordination skills, strong English-language technical writing abilities and knowledge of public health or infectious disease interventions.

Knowledge of Arabic is desirable but not essential.

Contract Conditions and Additional Information

The consultancy will be based on-site at WHO’s Eastern Mediterranean Regional Office in Cairo. Travel may be required, and WHO will arrange authorised travel where applicable. Consultants undertaking missions may receive a subsistence allowance under the applicable arrangements.

The selected candidate must provide a medical certificate confirming fitness for work.

This is an independent consultancy rather than an employment appointment. The consultant will work in a personal capacity and will be responsible for applicable taxes and social security contributions. Remuneration follows WHO’s established consultant rates; the vacancy does not specify a fixed total contract value.

APPLY ON THE OFFICIAL WEBSITE

Only candidates under serious consideration will be contacted. WHO may use a written test as part of the selection process.

Final Thoughts

This WHO consultancy is an opportunity for public health professionals to contribute to regional disease elimination, cross-border cooperation and climate-informed health surveillance. Candidates with experience in infectious disease programmes, monitoring systems and technical coordination may find the assignment particularly relevant.

Applicants should review the official vacancy carefully and ensure their qualifications and experience align with the stated requirements before submitting an application.
