Background & Job Description

UN Women is the United Nations entity dedicated to gender equality and the empowerment of women. Established in 2010 under the UN reform agenda, UN Women consolidates the mandates and resources of four previously distinct UN entities to strengthen efforts towards eliminating discrimination against women and girls globally. In Uganda, UN Women leads coordination within the UN system to integrate gender equality in national development initiatives, humanitarian action, and peace and security efforts.

The Planning, Monitoring, Evaluation and Reporting (PMER) Consultant will support UN Women Uganda in strengthening results-based planning, monitoring, evaluation, and reporting to ensure evidence-based programme design, effective implementation, and accountability to donors and national stakeholders. The consultancy will contribute to finalizing the 2026–2030 Strategic Note, aligning programme activities with the UN Sustainable Development Cooperation Framework (UNSDCF), and ensuring learning from evaluations informs future programming.

The consultant will report to the Deputy Country Representative, with day-to-day coordination provided by the PMER Team Leader. Operating with high autonomy, the consultant will manage assigned tasks, deliverables, and reporting while ensuring alignment with UN Women’s strategic priorities.


Key Responsibilities

Strategic Planning and Programme Design

  • Lead the development of the 2026–2030 Strategic Note, Biennial Work Plan, and programme/project documents.
  • Provide technical support to ensure coherence between UN Women programme components and alignment with national development priorities.
  • Support quality assurance of program documents, ensuring SMART results frameworks and theories of change.

Monitoring, Evaluation, and Reporting

  • Establish and implement monitoring and evaluation systems for the country programme.
  • Apply Results-Based Management (RBM) principles to all programme levels, from inputs to outcomes.
  • Coordinate reporting for internal and external stakeholders, including Executive Board, donors, and government partners.
  • Support the integration of lessons learned from audits, evaluations, and research into programme design.

Capacity Building and Knowledge Management

  • Build staff and partner capacity in programme planning, RBM, and evaluation tools.
  • Facilitate at least two training sessions on M&E, RBM, and reporting best practices.
  • Document lessons learned and share knowledge to support adaptive learning and strategic decision-making.

UN System Coordination

  • Serve as the focal point for RBM in Uganda, harmonizing results frameworks, joint work plans, and reporting processes across UN agencies.
  • Promote inter-agency collaboration on gender-responsive planning, monitoring, reporting, and evaluation.
  • Support the inclusion of gender equality in evaluations and programme assessments.

Stakeholder Engagement

  • Maintain partnerships with government ministries, regional evaluation associations, civil society, and academic institutions.
  • Provide guidance to programme managers on responding to evaluation recommendations and monitoring follow-up actions.
  • Contribute to UN coherence by engaging with the UN Country Team, deputies’ platforms, and SDG Secretariat.

Qualifications

Education & Certifications

  • Master’s degree in Social Sciences, Public Policy, International Development, Monitoring and Evaluation, or a related field.
  • A first-level university degree with additional qualifying experience may be considered.
  • Certification in project/programme management, RBM, or M&E is advantageous.

Experience

  • Minimum of 5 years of progressively responsible experience at national or international levels in planning, monitoring, evaluation, and reporting of development projects or programmes.
  • Demonstrated experience in gender equality and women’s empowerment programmes.
  • Proven track record in developing strategic documents such as Country Strategic Notes and work plans.
  • Experience coordinating RBM processes within the UN system or similar international organizations.
  • Strong analytical, report writing, and independent problem-solving skills.

Languages

  • Fluency in English is required.
  • Knowledge of other UN official languages is an asset.

Additional Information

Contract and Duration

  • Full-time Individual Consultancy based in Kampala, Uganda.
  • Initial contract duration: 6 months.
  • Office-based assignment with occasional coordination meetings; travel as required within Uganda.
