Background & Job Description

Established in 1951, the International Organization for Migration (IOM) is the leading UN-related agency in the field of migration, promoting humane and orderly migration worldwide. IOM partners with governments and organizations to provide migration management, humanitarian aid, and technical expertise that support migrants and displaced populations.

The Senior Programme Officer (Health Security) will play a central role in shaping IOM’s health security and migration health strategies. Working under the direct supervision of the Senior Migration Health Advisor at IOM Headquarters, the incumbent will lead technical and policy development in health security, infectious disease control, and pandemic preparedness, ensuring that IOM’s programs align with global health priorities and international regulations.


Key Responsibilities

  • Provide expert technical guidance for health security, disease control, and public health programming within IOM.
  • Lead and coordinate IOM’s technical contributions to infectious disease outbreak response and preparedness.
  • Monitor global health trends and emerging disease threats to inform IOM’s risk assessments and policies.
  • Support the design and implementation of new cross-border and multi-country health projects.
  • Represent IOM in technical working groups on global health security, including WHO-led mechanisms.
  • Conduct field missions to strengthen IOM’s operational capacity and response readiness.
  • Support donor engagement, proposal development, and start-up of global health projects.
  • Develop and deliver technical training on infectious disease control and health security.
  • Prepare technical briefs, reports, and policy guidance for internal and external stakeholders.

Qualifications

Education & Certifications

  • Master’s degree in Medicine or related discipline from an accredited institution with seven years of relevant professional experience, or
  • University degree in Medicine plus a postgraduate qualification in Epidemiology, Public Health, Infectious Diseases, or Tropical Medicine with nine years of relevant experience.

Experience

  • Proven experience in public health program management, disease prevention, and outbreak response, particularly in low- and middle-income settings.
  • Solid field experience in emergency health response, coordination, and capacity building.
  • Familiarity with International Health Regulations (2005) and One Health frameworks.
  • Prior experience with UN agencies or international NGOs strongly preferred.
  • Strong analytical, communication, and leadership skills with experience in team management and stakeholder coordination.

  • Contract Type: One-year fixed term, with the possibility of extension
  • Grade: P-4 (Professional category)
  • Duty Station: Athens, Greece
  • Language Requirement: Fluency in English and French (oral and written); working knowledge of another UN language (Arabic, Chinese, Russian, or Spanish) is an advantage.
